About this file

This is a Special Notice/Pre-Solicitation Notice of Intent to Sole Source from the Department of Veterans Affairs, Network Contracting Office 17, on behalf of the South Texas Veterans Health Care System (STVHCS).

The VA intends to award a firm fixed price sole source contract to Leica Biosystems (21440 West Lake Cook Road, Suite 500, Deer Park, IL 60010) for a full service and preventative maintenance agreement for government-owned Leica Cerebro instrumentation (Equipment ID: 11654125, Serial #65-US-VASA) located in the Histology Laboratory Section at STVHCS in San Antonio, Texas. The contract covers a base year plus four option years. Required services include onsite repair and application services during normal working hours (8:00 AM-5:00 PM, Monday-Friday), certified Leica Field Service Engineer services, all certified OEM replacement parts, labor and travel expenses, one yearly scheduled preventative maintenance visit, 24/7 toll-free hotline support with same-day response, emergency repair within 24 hours, and compliance with AABB and CAP accreditation policies. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34 million size standard, and the Product Service Code is J066 (Maintenance, Repair, and Rebuilding of Equipment). The sole source justification is based on Leica Biosystems being the only authorized source of factory-trained service engineers with access to proprietary diagnostic and calibration software, and any non-authorized service provider risks voiding the instrument warranty.

Any responsible source believing it can fulfill the requirement may submit a capabilities statement by May 23, 2026, at 4:00 PM Central Time demonstrating authorization to service Leica Cerebro equipment, evidence of current Leica factory certifications for field service engineers, and confirmation of authorized access to Leica proprietary software. Responses must be submitted electronically to Contracting Officer Ognian D. Ivanov (ognian.ivanov@va.gov, 210-694-6302). SAM.gov registration is required prior to contract award.
