About this opportunity

The Department of Veterans Affairs is posting its intent to sole-source a service maintenance agreement to Philips North America, LLC for Philips radiology equipment at Fredericksburg Healthcare Center, with a response deadline of August 21, 2026, at 12:00 PM Eastern Time. The VA has determined that only Philips can satisfy this requirement because the software, parts, supplies, and systems for the three equipment models—Digital Diagnostic C90, EPIQ CVx, and EPIQ Elite G—are proprietary to Philips and cannot be reasonably met through open competition. The contract will be awarded as a firm-fixed-price purchase order under the VA's mandatory HTME contract (VA797H-17-D-0022) for an estimated total value of $216,658.88 covering one year of performance from August 24, 2026, through August 23, 2027. The services include maintenance, materials, software support, and certified technician services. Although this notice is not a formal solicitation, the VA invites marketplace engagement and will consider responses presenting clear, compelling, and convincing evidence that competition would be advantageous to the Government. Interested parties should submit capability statements to Contract Specialist Robert Morgan at robert.morgan@va.gov. The procurement falls under NAICS 334517 and PSC J065, with an SBA size standard of 1,200 employees.
