About this file

This is a Special Notice of Intent to Sole Source a service maintenance agreement. The Department of Veterans Affairs, through its Network Contracting Office 6 in Hampton, Virginia, intends to award a sole source contract to Philips North America, LLC for service maintenance of Philips radiology equipment at Fredericksburg Healthcare Center. The required services include maintenance, materials, software support, and certified technician services for three Philips brand equipment models: Digital Diagnostic C90, EPIQ CVx, and EPIQ Elite G. The VA determined that Philips is the only responsible source capable of meeting this requirement because the software, parts, supplies, and systems are proprietary to Philips North America, LLC. The contract will be awarded as a firm-fixed-price purchase order under the VA's mandatory HTME contract (VA797H-17-D-0022) with an estimated total value of $216,658.88 for a one-year period of performance from August 24, 2026, through August 23, 2027.

The response deadline for interested parties to submit capability statements is August 21, 2026, at 12:00 PM Eastern Time, directed to Contract Specialist Robert Morgan at robert.morgan@va.gov. While this notice is not a formal solicitation or request for competitive proposals, the VA invites marketplace engagement and will consider any responses that present clear, compelling, and convincing evidence that competition would be advantageous to the Government. The procurement falls under NAICS code 334517 (Irradiation Apparatus Manufacturing) and Product Service Code J065 (Maint/Repair/Rebuild of Medical Equipment), with an SBA size standard of 1,200 employees. The final award determination remains solely within the discretion of the Department of Veterans Affairs.
