About this opportunity

The Department of Veterans Affairs, Network Contracting Office (NCO) 16, has published a Special Notice announcing its intent to issue a sole-source contract to EMD Millipore Corp. for preventative maintenance services of clinical laboratory reagent water systems. The contract will support the Southeast Louisiana Veterans Health Care System's pathology laboratory operations in New Orleans, Louisiana, under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance). This is a notice of intent only, filed under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, which permits sole-source procurement when only one responsible source can satisfy the agency's requirements. The VA has determined that EMD Millipore Corp.'s specialized expertise and equipment-specific knowledge make it the only viable provider for this critical healthcare laboratory function.

The objective of this procurement is to secure comprehensive preventative maintenance services for one base year, running from January 10, 2026, through January 9, 2027. Required services include an annual maintenance visit encompassing mechanical, hydraulic, and electrical system checks, replacement of worn parts using manufacturer-specific maintenance kits, comprehensive system specification reviews, software and firmware updates, and unlimited troubleshooting and repair visits during standard business hours at no additional cost for parts replacement. Interested parties may challenge the sole-source determination by submitting a capabilities statement by December 27, 2025, at 8:00 AM CST, though this notice is not a formal request for quotations and the government retains full discretion in deciding whether to proceed with competitive procurement. While the VA has identified this as a specialized service requiring manufacturer-specific expertise, the submission deadline provides an opportunity for qualified contractors to demonstrate comparable capabilities and potentially compete for the contract award.

Notice text

This is an INTENT TO SOLE SOURCE NOTICE only.

The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to EMD Millipore Corp., located at 400 Summit DR. , Burlington, Massachusetts 01803-5258. Services will be for one base year from 01/10/2026 through 01/09/2027 under NAICS 811210. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service EMD Millipore Corp. is the only responsible source and no other supplies or services will satisfy agency requirements. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts.
