About this opportunity

The contract is being awarded to Boston Scientific Corporation under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1, which allows for sole-source procurement when only one responsible source exists that can satisfy the agency's requirements. The notice covers maintenance services for Lumenis Lasers used in the Surgery Department and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The procurement is classified under Product Service Code J065 for maintenance, repair, and rebuild of medical, dental, and veterinary equipment and supplies. This is specifically an intent notice rather than a request for proposals, indicating the government's preliminary decision to proceed with a single vendor.

The primary purpose of this Special Notice is to provide transparency regarding the government's intent to sole-source while allowing other parties to demonstrate their capabilities if they believe they can meet the requirements. The contract will span twelve months from August 30, 2025, to August 29, 2026, with four additional twelve-month option periods available. Interested parties must submit capabilities statements by August 4, 2025, at 2:00 PM CST to paul.dixon@va.gov, referencing solicitation number 36C25525Q0498, and must provide clear evidence of their ability to perform the required services. All potential contractors must be registered in the System for Award Management (SAM) to be eligible for consideration. If no viable alternative responses are received by July 30, 2025, at 2:00 PM, the VA will proceed exclusively with negotiations with Boston Scientific Corporation. The government anticipates awarding a firm-fixed-price contract and retains sole discretion in determining whether to compete the requirement based on responses received.
