About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically the Orlando VA Healthcare System, is seeking preventative and corrective maintenance services for Conmed Airseal Insufflators through a sole source procurement. The agency intends to award a firm-fixed-price contract to Lovell Government Services Inc. in Pensacola, FL, under statutory authority 10 USC 2304(c)(1) which allows for single-source procurement when no other supplier can meet agency requirements. Potential contractors who believe they can provide equivalent services are invited to submit a comprehensive technical package demonstrating their capabilities by March 14, 2025, at 3:00 PM EST. The technical submission should provide clear and convincing evidence of meeting the government's specific maintenance needs for these medical devices. Responses will be reviewed by Contracting Specialist Robert R. Edwards, who will evaluate submissions for potential consideration in future procurements.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Small Business Administration size standard of $34 million. The current Federal Acquisition Circular (FAC) is 2025-05, dated January 17, 2025, and the procurement will be conducted using Simplified Acquisition Procedures under FAR 13.106-1(b). While no specific contract value was disclosed, the procurement will follow a sole source justification process that exempts it from standard competitive bidding requirements. The contract is structured as a base contract with option periods, indicating potential for extended service beyond the initial term. Any information submitted by contractors is voluntary and will not be compensated, with this pre-solicitation notice serving as the sole communication of the government's intent to award to a single source.
