About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 awarded a contract to Alcon Vision, LLC for $24,500 for Constellation LXT Units PMI on May 21, 2026.
The award was made under sole-source justification. The contracting office is NCO 22 - Network Contracting in Tucson, Arizona, with Jamie ElBedawi as the contracting specialist. Alcon's Constellation Vision System incorporates proprietary technologies—ULTRAVITA/HYPERVITA drive technology, integrated PUREPOINT laser, IOP Compensation, and ENGAUGE RFID—that the government determined are available exclusively from Alcon. Alcon restricts critical parts and service to its certified engineers for patient safety and system integrity. The justification establishes that alternative suppliers cannot replicate the system, and switching providers would void warranties, risk patient safety, incur substantial costs for replacement equipment and training, and risk disruption to Veteran eye surgery services. PSC J065 (Medical Equipment); NAICS 811210. Awardee location: 6201 South Freeway, Fort Worth, Texas 76134.
Notice text
The CONSTELLATION® Vision System is manufactured and serviced exclusively by Alcon Vision, LLC. Its proprietary technologies including ULTRAVIT®/HYPERVIT® drive technology, integrated PUREPOINT® laser, IOP Compensation, and ENGAUGE® RFID are only available through Alcon and cannot be replicated by other suppliers. Alcon restricts critical parts and service to their own certified engineers for safety, which is necessary due to the complexity and uniqueness of the system.
Attempting to use another company for parts or service would void warranties, risk patient safety, and could lead to equipment failure. Replacing the entire system with another manufacturer would result in substantial costs for new equipment, training, and facility changes. Most importantly, any delay or disruption in service would negatively affect Veteran patient care by interrupting essential eye surgery services.
For these reasons, only Alcon can meet this requirement without incurring significant cost and risk to Veteran care. Awarded contract 36C26226P1009 to Alcon Vision, LLC for 24500.00 on 2026-05-21.
