About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 awarded a contract to Alcon Vision, LLC on May 21, 2026, for Alcon Constellation LXT Units preventive maintenance and inspections services in the amount of $24,500.00 under contract number 36C26226P1009.
The award was made on a sole-source basis without competition. Work is performed in Tucson, Arizona. The solicitation number is 691-26-3-208-0151, classified under PSC J065 (Maintenance and Repair Services) and NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance). The contracting office is NCO 22 - Network Contracting, with Jamie ElBedawi as the Contracting Specialist.
The justification rests on the exclusive manufacturing and servicing relationship between Alcon and the Constellation Vision System. Proprietary technologies including ULTRAVIT/HYPERVIT drive technology, integrated PUREPOINT laser, IOP Compensation, and ENGAUGE RFID are available only through Alcon. Critical parts and service are restricted to Alcon-certified engineers due to system complexity and safety requirements; alternative suppliers would void warranties and create patient safety risks. System replacement would incur substantial costs for new equipment, training, and facility modifications, and any service disruption would negatively impact Veteran patient care for essential eye surgery services.
Notice text
The CONSTELLATION® Vision System is manufactured and serviced exclusively by Alcon Vision, LLC. Its proprietary technologies including ULTRAVIT®/HYPERVIT® drive technology, integrated PUREPOINT® laser, IOP Compensation, and ENGAUGE® RFID are only available through Alcon and cannot be replicated by other suppliers. Alcon restricts critical parts and service to their own certified engineers for safety, which is necessary due to the complexity and uniqueness of the system.
Attempting to use another company for parts or service would void warranties, risk patient safety, and could lead to equipment failure. Replacing the entire system with another manufacturer would result in substantial costs for new equipment, training, and facility changes. Most importantly, any delay or disruption in service would negatively affect Veteran patient care by interrupting essential eye surgery services.
For these reasons, only Alcon can meet this requirement without incurring significant cost and risk to Veteran care. Awarded contract 36C26226P1009 to Alcon Vision, LLC for 24500.00 on 2026-05-21.
