About this file
This is an Award Notice for a contract to supply and maintain Alcon Constellation LXT Units for the Department of Veterans Affairs. The contract was awarded to Alcon Vision, LLC (UEI: PHBTLNJ4WCM5), located at 6201 South Freeway, Fort Worth, TX 76134, for a total award amount of $24,500.00. The award was issued on May 21, 2026, under solicitation number 691-26-3-208-0151 and assigned award number 36C26226P1009. The contracting office is NCO 22 - Network Contracting, located in Tucson, Arizona (ZIP code 85723), with Jamie ElBedawi serving as the contracting specialist point of contact.
The notice justifies the award to Alcon as a sole-source procurement based on the proprietary nature of the Constellation Vision System. According to the justification, the system's exclusive technologies—including ULTRAVIT/HYPERVIT drive technology, integrated PUREPOINT laser, IOP Compensation, and ENGAUGE RFID—can only be provided by Alcon, as other suppliers cannot replicate these systems. Alcon restricts critical parts and service to certified engineers to ensure patient safety and system integrity. The notice emphasizes that alternative approaches would result in substantial costs for replacement equipment, training, and facility modifications, and importantly, any service disruption would negatively impact Veteran patient care by interrupting essential eye surgery services. The product service code is J065 (Medical Equipment), and the NAICS code is 811210 (Automotive Repair and Maintenance, Except Car Washes).

DESCRIPTION
The CONSTELLATION® Vision System is manufactured and serviced exclusively by Alcon Vision, LLC. Its proprietary technologies—including ULTRAVIT®/HYPERVIT® drive technology, integrated PUREPOINT® laser, IOP Compensation, and ENGAUGE® RFID—are only available through Alcon and cannot be replicated by other suppliers. Alcon restricts critical parts and service to their own certified engineers for safety, which is necessary due to the complexity and uniqueness of the system.
Attempting to use another company for parts or service would void warranties, risk patient safety, and could lead to equipment failure. Replacing the entire system with another manufacturer would result in substantial costs for new equipment, training, and facility changes. Most importantly, any delay or disruption in service would negatively affect Veteran patient care by interrupting essential eye surgery services.
For these reasons, only Alcon can meet this requirement without incurring significant cost and risk to Veteran care.
