About this file
This is an Award Notice for a federal contract with the Department of Veterans Affairs (VA) Veterans Health Administration, Veterans Integrated Service Network 22 (VHA VISN 22) in Tucson, Arizona. The award was made to Alcon Vision, LLC on May 21, 2026, for Alcon Constellation LXT Units Preventive Maintenance and Inspections (PMI) services in the amount of $24,500.00 under award number 36C26226P1009. The solicitation number is 691-26-3-208-0151, with line items 0001-0003, and is classified under Product Service Code J065 (Maintenance and Repair Services) and NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance). The contracting office is NCO 22 – Network Contracting located at 3601 S. 6th Avenue, Tucson, AZ 85723, with Jamie ElBedawi serving as the Contracting Specialist point of contact.
The justification for sole-source award to Alcon Vision, LLC emphasizes that the Constellation Vision System is manufactured and serviced exclusively by Alcon, incorporating proprietary technologies including ULTRAVIT/HYPERVIT drive technology, integrated PUREPOINT laser, IOP Compensation, and ENGAUGE RFID that cannot be replicated by other suppliers. Critical parts and service are restricted to Alcon-certified engineers due to system complexity and safety requirements; use of alternative providers would void warranties, create patient safety risks, and potentially cause equipment failure. The award justification indicates that system replacement by another manufacturer would incur substantial costs for new equipment, training, and facility modifications, and any service disruption would negatively impact Veteran patient care for essential eye surgery services. The awardee is located at 6201 South FWY, Fort Worth, TX 76134, with UEI PHBTLNJ4WCM5.

DESCRIPTION
The CONSTELLATION® Vision System is manufactured and serviced exclusively by Alcon Vision, LLC. Its proprietary technologies—including ULTRAVIT®/HYPERVIT® drive technology, integrated PUREPOINT® laser, IOP Compensation, and ENGAUGE® RFID—are only available through Alcon and cannot be replicated by other suppliers. Alcon restricts critical parts and service to their own certified engineers for safety, which is necessary due to the complexity and uniqueness of the system.
Attempting to use another company for parts or service would void warranties, risk patient safety, and could lead to equipment failure. Replacing the entire system with another manufacturer would result in substantial costs for new equipment, training, and facility changes. Most importantly, any delay or disruption in service would negatively affect Veteran patient care by interrupting essential eye surgery services.
For these reasons, only Alcon can meet this requirement without incurring significant cost and risk to Veteran care.
