The Department of Veterans Affairs Veterans Integrated Service Network 23 seeks a warehouse security system and access controls upgrade at the Central Iowa Veterans Health Care System, with proposals due July 17, 2026 at 4:00 PM CDT and questions due 72 hours before that deadline. This is a total Service-Disabled Veteran-Owned Small Business set-aside using simplified acquisition procedures and Lowest Priced Technically Acceptable evaluation.
Place of performance is Coralville, Iowa. The contractor must install three Hirsch Scrambleprox card readers, replace existing readers at four doors (A, C, D relocation, and E), install five motion detectors, an automatic door operator with ADA egress button at Door D, approximately 470 linear feet of conduit and cabling with junction boxes, and integrate Hirsch input and relay boards into the existing Hirsch panel system. Additional scope includes firestopping, labeling per VA/NECA standards, system testing and programming, end-user training, and complete closeout documentation. Work hours are 8:00 AM to 3:30 PM CDT, Monday through Friday, with performance required in 30 calendar days from Notice to Proceed.
The contractor must maintain OSHA 30 (Certified Professional) and OSHA 10 (all staff) certifications, hold Hirsch System Integrator certification, comply with VA badging requirements and cybersecurity standards, and provide advance notifications (three days before warehouse work, two days before IT Room 1019 work, five days before utility outages). Service Contract Act prevailing wage rates apply across Iowa counties Dallas, Guthrie, Madison, Polk, and Warren.
The estimated contract value is $25 million, awarded as Firm-Fixed-Price. All offers must include signed SF 1449, completed price schedules, technical capability documentation, signed QASP, training certifications, Hirsch certification proof, limitations on subcontracting certificate, and Buy American certificate.
