About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 10 seeks installation and programming of an Avigilon Physical Access Control System at Building 350 (Hospice) of the Dayton VA Medical Center, with proposals due July 24, 2026. The procurement is a total SDVOSB set-aside, restricting competition to service-disabled veteran-owned small businesses.
Place of performance is Building 350, Dayton VA Medical Center, 4100 West Third Street, Dayton, Ohio 45428. The project scope involves replacing existing Honeywell and C-Cure systems and controlling 12 access-controlled doors with network improvements. Specific equipment required includes one Mercury MP1502 controller, one Mercury MR-52-S3B controller, and one 24-port Lantronix SM24TAT2S4 network switch with one Cat6 port and one fiber port. Life safety power components are either two FPO 150-B100C808PE4M units or four FPO 75-B100C4D8PE2M units. Existing card readers, locks, REX devices, door contacts, and cabling will be reused with no hardware replacement required.
Contractor responsibilities include demolition of existing enclosures, installation of three new Avigilon PACS enclosures, programming all doors in Avigilon ACM, creating user profile templates, coordinating with VA Police Department for access validation, and providing one year of maintenance, support, programming, testing, and licensing following system commissioning. Work must be completed within 90 days of contract award during normal business hours Monday through Friday, 8:00 AM to 4:30 PM.
The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. The PSC code is J063, Maint/Repair/Rebuild Of Equipment—Alarm, Signal, And Security Detection Systems. A mandatory site visit was held July 16 at 9:00 AM. Service Contract Act wage determination WD #2015-4731 (Revision 29) applies. For services, the contractor must not pay more than 50% of the government-paid contract amount to firms not certified as SDVOSB or VOSB. Quotations must be submitted electronically to Stacie Hill at stacie.hill@va.gov. Amendment 0003, issued July 17, confirms sufficient door licenses are available on the existing system and closes the Q&A period.
