The Department of Veterans Affairs, Carl Vinson VA Medical Center in Dublin, Georgia, seeks fire alarm fiber replacement services from certified Service-Disabled Veteran-Owned Small Businesses, with proposals due August 3, 2026, at 12:00 PM Eastern Time. This is a Total SDVOSB set-aside with no competition outside that pool.
Place of performance is 1826 Veterans Boulevard, Dublin, Georgia 31021. The scope includes demolition and replacement of existing fire alarm fiber infrastructure with new single-mode fiber serving 19 Notifier NFS2-3030 panels and 2,139 devices across a 101-acre campus. The contractor must install 21 factory-new HA-NCM-SF network cards, provide shop drawings with RCDD certification approval, conduct OTDR and bidirectional insertion-loss testing, deliver final fiber layout drawings, and provide one-year parts and labor warranty. Work must complete within 180 calendar days of contract award. The suggested installation method routes 48-strand fiber from Building 40 to Building 27 and 24-strand fiber to Buildings 15, 3, 14, 4, and 5, with minimum 6-strand fiber to remaining panels.
Key personnel must include at least one NICET Level IV-certified fire alarm technician, fiber technicians holding Fiber Optic Association CFOT certification with relevant project experience, and an onsite RCDD. The contractor must comply with Service Contract Labor Standards (Wage Determination 2015-4505), SDVOSB limitations on subcontracting (50% government-paid amount threshold for services), obtain temporary flash badges, complete background checks, comply with Infection Control Risk Assessment Level II measures and above-ceiling work permits, and complete VA security and privacy training. A site visit is strongly encouraged but not mandatory. Award will be made on a Lowest Price Technically Acceptable basis.
