The purpose of this amendment:

1. The question period for this solicitation is hereby closed. No additional vendor questions will be accepted.

2. The attached Vendor Questions and Answers document is hereby incorporated into and made a part of this solicitation.

Offerors shall consider all questions and Government responses when preparing their quotations.

3.The due date for receipt of quotations is extended to August 3, 2026, at 12:00 PM EST.

4. Offerors shall acknowledge receipt of this amendment in accordance with the solicitation instructions.

Failure to acknowledge this amendment may render the quotation ineligible for award.

5.Offerors shall refrain from contacting the Contracting Officer’s Representative (COR) or other Government personnel regarding this solicitation. All communications concerning this solicitation shall be directed to the Contracting Officer identified in the solicitation.

Fire Alarm Fiber Replacement

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This is a new requirement. We have had other vendors work on our fiber in the past to attempt to repair it. Our fiber has never been fully replaced.

2. Notifier certification: The SOW references a certified Notifier Fire Alarm System distributor. Is Notifier distributor status required of the prime contractor itself, or may this requirement be satisfied by Notifier-certified technicians/subcontractors on the project team?

Notifier distributor certification is not required for the prime contractor, provided that the selected subcontractor is a certified Notifier distributor. Proposals must include documentation demonstrating that technicians doing the work are employed by a notifier certified company.

3. Cable run distances: Can the Government provide approximate fiber run distances between panels, or pathway/conduit maps, to support accurate material takeoffs?

Marked up drawing with existing pathways is shown. Approximate distances shown. Contractor to confirm distances using drawing scale.

4. Pathway capacity: Have existing pathways been verified to have capacity for the new SMF? If a pathway is found congested or unusable during performance, given that excavation is prohibited, what direction will the Government provide?

Pathways have not been fully verified. The direction will be determined by the CO.

5. After-hours ratio: Can the Government indicate approximately which buildings or panels serve patient-care areas, to help offerors estimate the proportion of work requiring after-hours (1700–0500) or weekend performance?

After-hours work will be on an as-needed basis. Please account for 25% of the total labor hours to be after-hours/weekend work.

6. Badging timeline: May the badging process begin immediately at award, and may design/submittal work proceed in parallel while badging is pending?

Badging process can begin at the time of award. Contractors will need to report onsite for fingerprinting ASAP. Work may proceed during badging process.

7. Panel access: Are any of the 19 panels located in confined spaces requiring permit entry, or in locations requiring lifts or specialized access equipment?

No

8. ICRA: Are any work areas anticipated to require precautions above Level II? Will containment/barrier materials be contractor-furnished?

ICRA level will be a level II. Required materials are to be provided by the contractor.

9. Staging: Given no dedicated storage will be provided, is any daily laydown or temporary staging area (e.g., space for a contractor trailer) available on campus?

Contractor trailer will not be admitted. Lay down yard will not be permitted.

10. Wage determination: Which wage determination applies to this effort (Service Contract Act or Davis-Bacon), and can the applicable WD number be confirmed? Service Contract Act: Wage Determination No.: 2015-4505

11. Test witnessing: Will the COR or VA staff witness OTDR/insertion-loss/validation testing, or is submission of test reports sufficient?

COR/VA staff will witness intermittently. Submission of test reports will be sufficient for acceptance.

12. Limitations on Subcontracting: For purposes of VAAR 852.219-75 and this requirement under NAICS 238210, should offerors calculate compliance using the services limitation, the general-construction limitation, or the special-trade-construction limitation? Service Limitation (See Revise VAAR 852.219-75)

C.7 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—

CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023)

(DEVIATION)

(a) Pursuant to 38 U.S.C. 8127(l)(2), the offeror certifies that—

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

(ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(iii) [] Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.

(3) If VA determines that an SDVOSB/ VOSB awarded a contract pursuant to 38 U.S.C.

8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:

(i) Referral to the VA Suspension and Debarment Committee;

(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and

(iii) Prosecution for violating 18 U.S.C. 1001.

(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer.

Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.

(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.

(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

13. Notifier authorization: Must the SDVOSB prime contractor itself be a certified Notifier distributor, or is it acceptable for the SDVOSB prime to subcontract the Notifier-specific work to an authorized Notifier Engineered Systems Distributor while remaining responsible for overall contract performance and compliance?

Notifier distributor certification is not required for the prime contractor, provided that the selected subcontractor is a certified Notifier distributor. Proposals must include documentation demonstrating that technicians doing the work are employed by a notifier certified company.

14. Required credentials: May the NICET Level IV/III, CFOT and RCDD qualifications be provided through different members of the proposed project team or different subcontractors, or must one performing firm possess all required credentials?

Yes. All required credentials (NICET Level IV/III, CFOT, and RCDD) shall be provided by personnel employed by a single performing firm. Teaming multiple subcontractors solely to satisfy the credential requirements will not be permitted. This requirement is intended to ensure a single point of responsibility and minimize coordination issues during installation.

15. Fiber quantities and routing: The attached site drawing identifies panel and Onyx workstation locations but does not show proposed routes, route lengths, existing conduit/pathway capacity, required strand counts or the approximate amount of existing fire-alarm fiber to be removed.

Drawing with existing conduit pathway to be included with responses. Proposed rotes are shown on the drawings.

Suggested Method:

Contractor to run 48 and 24 strand fiber to buildings designated below. All other panels must receive a minimum of 6 strands from one of the following buildings: 27, 15, 3, 14, 4, and 5.

48 strand fiber: Bldg. 40 to Building 27

24 strand fiber: Bldg. 40 to Bldg. 15, Bldg. 40 to Bldg. 3, Bldg. 40 to Bldg. 14, Bldg. 40 to Bldg. 4, Bldg. 40 to Bldg. 5

16. Will the VA provide site-visit notes, estimated quantities, existing pathway information or other measurements needed to support comparable pricing?

No site visit notes taken. Existing conduit paths with approximate distances included in additional attachment.

17. Additional site access: Because the scheduled July 21 site visit has passed, will the VA permit a second site walk-through before quotations are due, or provide the questions and answers generated during the original site visit?

Additional site visits will not be permitted. No contract or work specific questions were answered during the site visit. All contractors present were directed to submit RFQs.

18. Network cards: Please confirm that the contractor is required to furnish twenty-one (21) factory-new HA-NCM-SF cards and identify whether any additional programming licenses, firmware, mounting hardware or related Notifier components should be included.

No additional firmware is needed.

19. Infection-control pricing: The Statement of Work states that the expected precaution level will be Level I or II depending on the area. The attached ICRA matrix identifies modification of existing fire-alarm systems as Category C, which could produce Level III or IV precautions in higher-risk patient areas. Should offerors price only Level I/II measures, or should pricing include higher-level containment where required by the completed post-award ICRA?

ICRA level II will be required in all spaces.

20. Firestopping and pathway restoration: Please confirm whether the contractor must include all UL-listed firestopping, ceiling-tile replacement and pathway restoration required after installation and removal work.

The contractor is required to fireproof (Hilti).

21. Proposal signatures: The solicitation states that electronic signatures are not acceptable for the Limitations on Subcontracting Certificate. Please confirm whether a hand-signed certificate scanned into the electronic proposal is acceptable.

Yes, hand-signed (wet signatures) are acceptable.

22. Is the new fiber optic cable to be a homerun from each panel back to the headend?

Please see the site drawing.

Please see the additional drawings provided and the answer to question 15. Homeruns are not required for each panel.

23. Can the fiber leaving the headend being a high count and then branch out to individual panels? Example: 48 strand installed from the headend to Building 27. Six strands would terminate in Building 27, 6 strands would be spliced to Building 25, 6 strands would be spliced to Building 29, and the remaining 6 strands would become spares rolled up inside the enclosure for future use or backup.

Yes, this is permissible.

24. Does the new fiber have to be red? If fiber must be red, there will be a minimum amount that will have to be purchased because it is a special order. Also, the lead time would be 12 to 16 weeks lead time.

Fire alarm fiber needs to be easily distinguishable from other fiber that is currently run at our site. We already have yellow and orange. Red is preferred, but other colors will be considered if extensive lead times exist.

25. Can the new fiber be stripped red?

Yes, this is acceptable.

26. Our fiber technicians are BICSI Level II Fiber INSTF Installers which is the highest tier for fiber installations. Where CFOT validates handling and terminating fiber, BICSI adds advanced installations to codes and standards. Will this suffice for the Technicians?

BISCI Installer 2-Optical Fiber (INSTF) will be considered an acceptable alternative. It must be clear that the BISCI Installer 2 is for optical fiber and not copper.

27. Can one person wear three hats ?

Please see answer to question 28.

28. Project Site Supervisor, SSHO and QC ?

As this is not a construction project with specifications, none of these jobs are required.

29. Or are SSHO and QC not needed for this project ?

No, SSHO and QC are not required for this project.

30. Also, there is IRCA Requirements, what are the ICRA requirements we need to include in our project ?

ICRA level II control measures required. Please see ICRA permit.

31. ITEM: Carl Vinson VAMC Fire Alarm Fiber Replacement" that is bidding on "July 28 at 12:00 PM (EDT)". Confirm the bid date and time listed above are unchanged. New due Date: August 3, 2026, 12PM EST

32. Construction cost estimate or a construction cost range for the project. The Department of Veterans Affairs does not release the Government Estimate.

33. Updated Plan holders list/bidders list and Non-Mandatory pre-bid Attendance List The VA does not provide a list of plan holders or offerors prior to award. The site visit was non-mandatory. Attendance information is not released.

34. When is the best time to follow up for bid results? Please monitor SAM.gov. Award information will be publicly available after contract ward.
