About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 seeks construction services to install a domestic water booster pump system at the VA Pacific Islands Health Care System's American Samoa Community Based Outpatient Clinic, with proposals due June 16, 2026 at 10:00 AM Pacific Time. This is a total set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.
Place of performance is Room 120 at Faleomavaela Eni Faauaa Hunkin Clinic, Pago Pago, American Samoa 96799. The contractor must provide a complete, turnkey duplex booster pump system with variable frequency drives and automatic lead/lag sequencing designed to maintain a minimum of 40 PSI flowing pressure at remote fixtures with system discharge pressure exceeding 60 PSI, supporting approximately 80 gallons per minute peak demand. Work must comply with VA Technical Information Library requirements including VA Plumbing Design Manual PG-18-10, IPC, and local American Samoa codes. All construction and utility shutdowns must occur after hours (Friday 5 PM through Sunday) with utilities fully operational one hour before clinic opening. The contractor must coordinate with the Facilities Operation Specialist for all work and facility access.
The contract is firm-fixed-price with an estimated value of $45 million and a mandatory project completion date of 120 calendar days after Notice to Proceed. All offerors must maintain current SDVOSB certification on SAM.GOV and the SBA Small Business Search website prior to evaluation and award. Bid, payment, and performance bonds are required; the bid guarantee must be 20 percent of bid price or $3 million, whichever is less. The Wage Determination General Decision Number AS20260001 (01/02/2026) applies with prevailing wage rates of $6.30 per hour across all classifications. The NAICS code is 238220, Commercial and Institutional Building Construction. Amendment 0002 extended the due date to June 16; Amendment 0003 posted RFI responses and added evaluation factor requiring past performance experience with the Community Based Outpatient Clinic in American Samoa. The government intends to award one contract based on lowest price without discussions, though reserves the right to conduct discussions if deemed necessary.

SOLICITATION-DESCRIPTION
The VA Southern Nevada Healthcare System (VASNHS) Outpatient Surgery Department provides podiatry, orthopedic, vascular, ear, nose and throat (ENT), and other outpatient surgery services for veteran patients. These services are rapidly approaching their maximum exam space capacity for patient care and require existing administrative spaces to be converted into examination rooms to meet the growing demands. Currently, these existing administrative spaces are not equipped with the proper plumbing fixtures or exam lights needed for clinicians to provide care to veteran patients. Additionally, certain spaces are large and underutilized and would be best divided into two separate exam spaces. To facilitate proper care to the growing veteran population, the VA requires construction services to reconfigure these existing spaces into standardized general-purpose exam rooms.
The work will be accomplished at the VA Southern Nevada Healthcare System campus located at 6900 North Pecos Road, North Las Vegas, NV 89086.
