About this file
This file is a Request for Quotation (RFQ) Questions and Answers document for a duplex booster pump system installation at a VA facility in American Samoa. The RFQ scope involves installing a domestic water booster pump system to maintain a minimum of 40 PSI flowing pressure at remote fixtures with system discharge pressure exceeding 60 PSI, supporting an estimated peak demand of approximately 80 GPM. The system will be located in Room 120 and requires integration with existing 2-1/2" domestic water service piping, replacement of pressure regulating valves, electrical connections from Panel J, and installation of a concrete housekeeping pad with vibration isolation.
The VA provided responses to seven contractor clarification requests addressing critical gaps in the RFQ documentation. Key responses indicate: pump specifications should reference the attached Tigerflow booster pump product submittal; contractors must field verify existing piping conditions using partial as-built drawings provided; pressure regulating valve quantities, sizes, and existing models must be verified on-site; electrical panel capacity is available at Panel J per the attached floor plan, with contractors responsible for field verification; no Building Automation System connectivity is currently required but equipment must be BACnet-capable for future integration; Room 120 has an existing drain location and contractors must verify floor conditions and dimensions; and line items in the Price Breakdown form unrelated to the booster pump scope (lavatory fixtures, doors, HVAC, nurse call system) can be removed or edited. The RFQ permits contractors to submit pricing based on stated assumptions with adjustments addressed through post-award processes where necessary information is unavailable prior to proposal submission.

1. DUPLEX BOOSTER PUMP SYSTEM – Equipment Specifications
Respectfully requests clarification regarding the RFQ requirement for the duplex domestic water booster pump system. The SOW states the system shall maintain a minimum of 40 PSI flowing pressure at the most remote flush valve fixture, with system discharge pressure exceeding 60 PSI, and shall support an estimated peak demand of approximately 80 GPM. However, the solicitation does not specify:
1. Pump make, model, or approved equal
1. Individual pump horsepower (HP) and motor voltage/phase
1. Variable Frequency Drive (VFD) manufacturer, model, enclosure type, or NEMA rating
1. Pressure vessel / expansion tank size and pre-charge pressure
1. Whether a factory-assembled packaged skid is required or field assembly is acceptable
1. Controller / HMI panel specifications and enclosure rating
Because this information materially affects price, schedule, and technical approach, please confirm the required specifications and approved equals, or issue a formal amendment so all offerors may price the same scope of equipment. If this information will not be available before the proposal due date, please confirm whether offerors may submit pricing based on stated assumptions, with any Government-directed changes addressed through the appropriate post-award adjustment process.
VA Response Please refer to the attached Tigerflow booster pump product submittal for reference.
2. EXISTING PIPING – Routing, Quantities, and Tie-In Points
Millennium Security respectfully requests clarification regarding the piping scope associated with this booster pump installation. The SOW references modification of the existing 2-1/2” domestic water service piping and installation of associated valves, gauges, and a relief valve; however, no construction drawings were provided in response to RFI #2 (which specifically requested drawings, as-builts, and piping/mechanical details). RFI Response #2 stated only that “applicable specifications are attached,” but no drawings or as-built records were included.
Specifically, the solicitation does not confirm or depict:
1. The entry point and routing of the existing 2-1/2” domestic water service line within the building
1. The routing path from the existing service entry to Room 120 (the pump installation location)
1. Linear footage of new piping required for the pump suction/discharge headers and interconnecting piping
1. Piping material specification for new pump header connections (copper, stainless steel, Schedule 40 steel, etc.)
1. Tie-in connection type and size at the existing service line (flanged, threaded, grooved, press-fit, etc.)
1. Quantity and type of isolation valves, check valves, pressure gauges, and pressure relief valve(s) required
1. Whether any existing piping must be demolished, capped, or abandoned in place
Please provide construction drawings or as-built records depicting existing piping routing and confirm required quantities and material specifications or issue a formal amendment. If this information will not be available before the proposal due date, please confirm whether offerors may submit pricing based on stated assumptions.
VA Response: See partial plumbing as-builts. Contractor to field verify conditions.
3. PRESSURE REGULATING VALVES (PRVs) – Quantity, Size, and Existing Equipment
The SOW directs the Contractor to “Replace Pressure Regulating Valves with same or equal.” Requests clarification because the solicitation does not identify:
1. The quantity of PRVs to be replaced
1. The size (pipe diameter) of the existing PRV(s)
1. The manufacturer and model number of the existing PRV(s) (required to identify a “same or equal” replacement)
1. The location(s) of existing PRV(s) within the facility
1. The required set-point pressure for the replacement PRV(s)
Because this information materially affects price, schedule, and technical approach, please confirm the PRV quantities, sizes, existing models, and required replacement specifications, or issue a formal amendment. If this information will not be available before the proposal due date, please confirm whether offerors may submit pricing based on stated assumptions.
VA Response: Contractor to field verify site conditions and existing equipment’s.
4. ELECTRICAL REQUIREMENTS – Panel, Voltage, Phase, and Conduit/Wire Run
The SOW requires the Contractor to “provide electrical power, disconnect, and wiring from existing panels.” request clarification because the solicitation does not specify:
1. Electrical panel identification (panel name/number, location within the facility)

Please provide a floor plan or room sketch or issue a formal amendment confirming these dimensions. If this information will not be available before the proposal due date, please confirm whether offerors may submit pricing based on stated assumptions.
VA Response: Contractor’s solution must fit within room 120, Contractor to field verify site conditions and existing equipment’s. There is an existing location to drain.
7. PRICE BREAKDOWN FORM – Apparent Scope Inconsistencies respectfully notes that the attached Price Breakdown form (Attachment Price Breakdown – Improve Water Pressure.xlsx) contains line items that appear inconsistent with the booster pump installation scope described in the SOW. Specifically, the Price Breakdown references the following items for which no corresponding SOW requirement exists:
1. Division 22 – Plumbing: Lavatory (P-507), Lavatory wall-mounted (P-418), drain piping (2” coated cast iron), vent piping (2” coated cast iron), mixing valves, fixtures, solid interceptor
1. Division 08 – Doors and Windows: New exam room door, door hardware, door frame
1. Division 27 – Communications: Nurse call system
1. Division 23 – HVAC: HVAC ductwork and registers
These line items suggest the Price Breakdown template may have been carried over from a different project and was not fully updated for this scope.
VA Response: These divisions can be removed or edited as needed.
