About this file
This is a Request for Information (RFI) document with six inquiries and corresponding responses regarding Solicitation 36C26126R0044 for water pressure improvement work at the VA American Samoa CBOC. The RFI clarifies project scope discrepancies between solicitation documents and SAM.gov, confirming that the correct scope involves installing a domestic water booster pump at the American Samoa CBOC (Faleomavaega Eni Faauaa Hunkin Clinic, Pago Pago, American Samoa 96799), not outpatient surgery renovations at VA Southern Nevada Healthcare System as initially referenced.
The RFI addresses critical project requirements including: construction drawings, technical specifications, equipment schedules, and as-built drawings referenced in Amendment 0001; detailed scope of work for pump installation including specifications, electrical requirements, controls, piping modifications, and commissioning procedures outlined in the attached Statement of Work; key personnel requirements limited to project manager, superintendent, and laborer(s) with no mandatory certifications specified; mandatory local licensing requirements through the American Samoa Contractor Authority (ASCA) for specialized trade contractors performing plumbing work; and special operational requirements mandating all construction and utility shutdowns occur after hours with utilities fully operational one hour before clinic opening, plumbing fixture flushing prior to clinic opening for infection control, and coordination with the Facilities Operation Specialist (FOS) for all work and facility access.
