About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10 (Dayton, Ohio VAMC) issued a single-source justification notice for emergency boiler refractory repair and replacement services under the authority of FAR 6.302-2 (Unusual and Compelling Urgency) and 41 U.S.C. 1901. The Dayton VA Medical Center required urgent repairs to deteriorated refractory in the boiler plant building 147, specifically addressing critical damage to Boiler 4 and deterioration in Boilers 1 and 2, with the work including removal of old refractory, firebox cleaning, welding anchors, installation of new fire brick and refractory, and associated cleanup and demobilization. The single-source award was justified based on project urgency and the critical operational risk to facility operations, as loss of boiler capacity would eliminate heating, sterilization, and hot water capabilities to the campus; market research identified only The Schaefer Group, Inc. as a responsive local vendor capable of performing this specialized work. The Schaefer Group, Inc., located in Beavercreek, Ohio, was awarded purchase order 36C25026P0206 on February 9, 2026, with a contract value of $203,407.00, exceeding the initial estimated cost of $170,000 but remaining below the Simplified Acquisition Threshold of $350,000. The notice invites other responsible contractors interested in future similar requirements to submit capability statements to Contracting Officer Mary Jane Crim at maryjane.crim@va.gov.
