About this file

This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, VISN 10, Dayton VA Medical Center for emergency boiler repair services under Acquisition Plan Action ID 36C250-26-AP-1362.

The Dayton VA Medical Center requires emergency repair of deteriorated refractory in the boiler plant building 147, specifically addressing critical damage to Boiler 4 and deterioration in Boilers 1 and 2. The contractor must provide all parts, materials, labor, tools, equipment, insurance, and supervision to complete the repairs, including lock-out/tag-out procedures, removal of old refractory, firebox cleaning, welding anchors as needed, installation of new fire brick and refractory, cleanup, and demobilization. The estimated cost is $170,000, which falls over the micro-purchase threshold but does not exceed the Simplified Acquisition Threshold of $350,000. The facility justified the single-source award to The Schaefer Group based on project urgency and the critical risk posed to facility operations—loss of boiler capacity would eliminate heating, sterilization, and hot water capabilities to the campus. Market research conducted by Rob Rhoad involved contacting known local vendors who perform this specialized work; only The Schaefer Group responded to the request for quotes. Contracting Officer Mary Jane Crim approved the purchase in accordance with FAR 13.106-1(b) on February 3, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW 41 U.S.C. 1901 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

Acquisition Plan Action ID: 36C250-26-AP-1362

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Dayton VA Medical

Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request is for emergency repair of the boilers in the boiler plant building 147.

Dayton VA’s annual boiler inspection has revealed that the refractory in boiler 4 has deteriorated and the single wall has fallen in boiler 4. Boilers 1 and 2 have double walls and have begun to lose the first layer. This puts us in a condition where we could lose hot water, heating, and sterilization capabilities to the campus if we don’t have the proper boiler capacities, which puts the facility and patients at risk. Boiler 4 needs to be repaired immediately to have the proper capacity through the winter, and the other boilers need to be repaired when the weather is not below freezing.

The contractor shall provide all parts, material, labor, tools, equipment, forms, insurance, and supervision to repair the refractory. Lock-out/Tag-out boilers, remove old refractory, clean fire box and weld anchors as needed, insulate fire box, install new fire brick, install new appropriate refractory, clan up, and demobilize. Estimated cost of $170,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Due to the urgency of the project, the facility reached out to multiple companies to provide estimates, however only The Schaefer Group responded. The current situation creates a risk for the entire facility as losing the boiler capabilities will limit the heating, sterilization, and hot water capabilities.

4. Description of market research conducted and results or statement why it was not conducted: Market research was based upon Rob Rhoad’s personal knowledge and was conducted by reaching out to known local vendors who perform this work. He requested quotes from each of the known vendors and received one response.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
