About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 20, seeks a Firm Fixed Price Indefinite Delivery/Indefinite Quantity Single Award Task Order Contract for facilities maintenance services at the Boise VA Medical Center, with proposals due June 5, 2026 at 10:00 AM PST (extended via Amendment 0003). This is a full and open, unrestricted competition under NAICS 238220 with a $19 million size standard.
Place of performance is 500 West Fort Street, Boise, Idaho 83702-4598. The contract covers maintenance, repair, replacement, and demolition of plumbing, HVAC-R, mechanical, electrical, and control systems, including ancillary construction and facility support services such as carpentry, painting, landscaping, snow removal, and equipment repairs. Task orders will range from $2,500 to the simplified acquisition threshold. All work must comply with the Buy American Act.
The prime contractor must possess current, valid Idaho licenses for both plumbing and HVAC-R contracting, submitting updated documentation annually or upon any change in licensure status. A prime contractor representative must respond on-site within two hours of any emergent need. All personnel must hold appropriate state licenses and certifications. The contractor must provide one-year warranties on all materials and labor and maintain current documentation of all installations.
Labor pricing is bound by a completed price schedule with no renegotiation during the five-year contract period; overhead and profit are capped at 10% for construction work. Evaluation is based on technical capability (certifications, emergency response capability, and past performance within six years) weighted significantly higher than price. The Government will evaluate the highest technically rated offeror's pricing for reasonableness; if unacceptable, it will evaluate the next highest technically rated offeror. All proposals must acknowledge Amendments 0001, 0002 (FAR 52.222-90 regarding DEI discrimination compliance), and 0003. Questions were due May 11, 2026. Submissions go to Alan.Perez@va.gov and Helen.Woods@va.gov.
