About this file
This is a solicitation for a five-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) issued by the Department of Veterans Affairs' Network Contracting Office 20 for facilities maintenance services at the Boise VA Medical Center in Boise, Idaho. The contract covers maintenance, repair, replacement, and demolition services for HVAC-R systems, plumbing systems, mechanical systems, electrical systems, and control systems, including ancillary construction and facility support services such as carpentry, painting, landscaping, snow removal, and equipment repairs. The principal NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard. This is a full and open, unrestricted competition with no set-aside. Questions are due by May 11, 2026, and proposals must be submitted by 10:00 AM PDT on June 1, 2026, to Alan.Perez@va.gov and Helen.Woods@va.gov. Offerors must hold current Idaho licenses for both plumbing and HVAC-R contracting, maintain the capacity to respond to emergency calls within two hours, and provide a six-page narrative demonstrating relevant experience and capacity for multiple concurrent task orders.
Evaluation is based on technical capability (worth significantly more than price) consisting of three subfactors: certifications (pass/fail), emergency call-out narrative response capability, and past performance within the past six years. The highest technically rated offeror's pricing will be evaluated for reasonableness and balance; if not acceptable, the Government will evaluate the next highest technically rated offeror. The contract requires all labor rates to be bound by a completed price book with no renegotiation during the five-year period. The contractor must provide one-year warranties on all materials and labor, maintain current documentation of all installations, ensure all personnel hold appropriate state licenses and certifications, and comply with Buy American Act requirements. Task orders will range from $2,500 to the simplified acquisition threshold, with labor pricing not to exceed the IDIQ price schedule rates and overhead/profit capped at 10% for construction work. The contractor must respond to emergency task orders within two hours and non-emergency task orders within two working days.

SECTION B - INFORMATION REGARDING PROPOSAL, MATERIAL, OFFER (BID) GUARANTEE AND BONDS
B.1 INSTRUCTIONS
The following items must be submitted as part of the proposal:
Technical Required Submittals
1. Submit the prime contractor’s current plumbing contractor license and a current HVAC-R contractor license in the state of Idaho.
2. Provide a no more than six-page narrative:
· Demonstrating how your company has the experience to successfully perform task orders within the scope of work provided.
· Including at least three but not more than five completed projects within the past six years that includes dollar value, location of work, and a point of contact for the customer. Narrative must explain how the project is similar in scope to the scope of work for this IDIQ.
· Demonstrating your company's capacity to handle multiple task orders, to potentially include emergency call outs, simultaneously.
· One page of the narrative must address meeting the response requirements for emergency call outs.
· Interested parties are advised that specific personnel identified in the narrative as a primary point of contact for emergency call outs will be considered key personnel under VAAR 852.237-75, Key Personnel, in any award, and that any personnel responding as the initial respondent to emergency call outs must be authorized to act for the prime.
Other Required Submittals
1. Completed price book (Attachment A)
2. Signed SF1442
3. All representations and certifications included in this solicitation that are not already complete and up to date in the offeror’s SAM.gov registration.
4. (Optional) Offerors may opt to provide past performance questionnaires to be considered in addition to CPARS, other government databases such as SAM.gov, and VA personal knowledge of the contractor for the past performance.
EVALUATION PROCESS
Responsive offers (actively registered in SAM, not suspended/debarred or otherwise ineligible for award, and submit all of the above required submittals) will be evaluated based on two factors: technical capability, which consists of three subfactors, and price.
Technical capability is worth significantly more than price. The subfactors for technical capability are approximately equal.
The highest rated offeror under technical capability’s price will be evaluated to determine if it meets the criteria listed below for award. If it is not determined balanced, fair, and reasonable, VA will evaluate the next highest rated offeror under technical capability until either an award is made at best value to the Government, or VA determines that an award is not in the best interest of the Government for this solicitation.
VA intends to make one (1) award of an IDIQ without holding discussion, but reserves the right to determine discussion are in the best interest of the Government in order to reach best value and enter into discussions at any point during the evaluation process.
Factor 1- Technical Capability consists of three subfactors, that will be evaluated as follows.
Subfactor A- Certifications This will be evaluated as a pass/fail. Receiving a fail under this subfactor may remove an offeror from any further consideration under any other factor or subfactor.
Subfactor B- Emergency Call Out Narrative The call out narrative will be evaluated using Table 1 to determine if the narrative meets all statement of work requirements including the ability to respond within the required time period, and the ability to have someone on site in response to an emergency call out who is authorized to commit the prime contractor to a task order or otherwise speak/negotiate on behalf of the prime contractor.
Subfactor C- Past Performance The prime offeror’s past performance will be evaluated using Table 2.
Past performance within the past six years from the date the solicitation closes will be evaluated in accordance with FAR 42.1503(g) and for joint ventures, in accordance with 13 CFR 125.8(e).
The prime offeror will be evaluated on past performance within Government agencies and private industry in terms of work quality, innovation, compliance with schedules and subcontracting plans, overall safety record, and stakeholder/customer satisfaction.
The evaluation may be based on information provided through CPARS, information submitted by the offeror, and may include other information obtain through any reasonable means and method the VA has available such as customer inquiries, Government databases, contacting any point of contact listed in the proposal, and VA staff knowledge of and experience working with an offeror, if applicable.
Offerors are cautioned that VA will not request revised or otherwise updated past performance information if the points of contact are inaccessible or otherwise reach out to verify/validate information provided, and this may impact adjectival rating.
Offerors without any past performance records able to be located by VA will be rated neutral.
Factor 2- Price will be evaluated as follows:
Price will be evaluated on a basis of reasonableness.
Offerors are required to review to ensure their price(s) are complete and accurate prior to submitting to the government. If there is an assumed mistake in proposal, the company will be offered to 1) perform at the original price, or 2) withdraw their proposal submission.
The Government may reject a proposal as non-responsive if the prices proposed are materially unbalanced between line items or subline items. A proposal is materially unbalanced when:
a. It is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and
b. If there is a reasonable doubt that the proposal will result in the lowest overall cost to the Government even though it may be the low evaluated proposal, or
c. If it is so unbalanced as to be tantamount to allowing an advance payment.
VA will analyze all rates provided on the pricing worksheet for reasonableness. If the highest technically rated offeror’s pricing is determined to be unbalanced or otherwise not fair and reasonable, VA will move to the next highest technically rated offeror’s pricing workbook.
EVALUATION DEFINITIONS
Strength- an aspect of a proposal that has appreciable merit or exceeds specific requirements in a way that will be advantageous to the Government during performance.
Weakness- a flaw in the proposal that increases the risk of unsuccessful performance.
Deficiency- a material failure of a proposal to meet a government requirement or a combination of weaknesses in a proposal that increases the risk of unacceptable levels of contract performance.
Relevant- similar in nature to work anticipated under the IDIQ pursuant to the SOW.
Recent- within the past six (6) years from the date the solicitation closes.
EVALUATION TABLES
Table 1.
| Rating |
| Description |
