REQUEST FOR INFORMATION (RFI)

Subject: Facilities Service Support - Boise VA Reference: SAM Notice 36C26026R0075 Purpose:

This Request for Information (RFI) is issued to gather information in response to the questions below related to the subject procurement.

1. I have a question concerning the procurement advertised on SAM under 36C26026R0075 for facilities service support at the Boise VA. I have a question concerning the required licensure. My company does possess a current HVAC license and an inactive plumbing license. In Idaho, plumbing contractor licenses are tied to the plumber, not to the company. We have a plumbing contractor license tied to us through one of our boiler mechanics, but we had let it lapse due to a move away from domestic plumbing. I can reinstate it fairly easily but would rather not pay for the bond if I am unsuccessful. Will the VA accept the license #, statement from surety bondholder that we have capacity to bond it, and a statement from the plumber that he intends to tie his license to the company as sufficient evidence to fulfill the requirement? If you would clarify that for me, I will act accordingly.

Contractors must possess an active plumbing contractor license at the time of proposal submission to meet the solicitation’s requirements. The VA requires that all offerors hold all necessary licenses in current, active status when submitting their offers. An inactive or previously held license does not fulfill this requirement, as it does not attest to current compliance with trade standards, state codes, or regulatory obligations.

Because a current, active license is required at the time the proposal is due, evidence of intent to reinstate, prospective bonding capability, or a future commitment to associate a license with a company does not meet the solicitation’s licensure requirement. Offerors must demonstrate active licensure status at the time of proposal submission.

2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

There is no incumbent, this is a new requirement.
