About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by Network Contracting Office 20 on May 19, 2026, to all offerors and bidders. The amendment (Number 0002) modifies solicitation 36C26026R0075, originally dated April 30, 2026, and serves to issue a Class Deviation Supplement implementing Executive Order 14398 addressing Diversity, Equity, and Inclusion (DEI) discrimination by federal contractors. The contracting office is located at 1601 E. Fourth Plain Blvd, Building 17, Suite B428, Vancouver, WA 98661, with contact being Network Contracting Office 20, ATTN: V4CONT.
The amendment incorporates FAR 52.222-90 "Addressing DEI Discrimination by Federal Contractors (April 2026)" as a deviation. This clause prohibits contractors from engaging in racially discriminatory DEI activities, defined as disparate treatment based on race or ethnicity in recruitment, employment, contracting, program participation, or resource allocation. Contractors must furnish all required information and reports, report known subcontractor violations to the Contracting Officer, and include this clause substance in all subcontracts at any tier (except those performed outside the United States). Noncompliance may result in contract cancellation, termination, suspension, or contractor ineligibility for future Government contracts. Compliance with this clause is material to Government payment decisions under 31 U.S.C. 3729(b)(4). All proposals are due no later than 10:00 AM PST on June 1, 2026, and must be submitted to Alan.Perez@va.gov and Helen.Woods@va.gov; no other submission forms will be accepted. All other terms and conditions of the original solicitation remain unchanged.

Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations;
or similar opportunities that are sponsored or established by the contractor or subcontractor.
Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources.
