The solicitation obviously addresses the requirements of VA Directive 151 (replacement of cast iron fittings), can you confirm that the intention of this solicitation is to also meet with the new requirement in the VHA Boiler Plant Safety Device Testing Manual - Checklist for Steam Safety Valves on Boiler (SVB) (For High Pressure Steam Boiler System) which now requires the following:
Answer: Follow what is stated in the Statement of Work.
The safety relief valve with the lowest setpoint must have a relief capacity of approximately 80% of boiler steam capacity. The safety valve with the higher set pressure must have a relief capacity of at least 100% of boiler steam generating capacity.
Changing the boiler safety valves to 80% and 100% of the boiler capacity usually requires changing the vents through the roof on at least one of the valves. Is the plant aware of this and prepared for extended shutdowns to facilitate running new vents (if sizing requires)?
