About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is seeking qualified contractors to provide comprehensive operation, maintenance, inspection, and repair services for the Central Utility Plant (CUP) at the El Paso VA Medical Center located at 7776 Aabel Street in El Paso, Texas. The contractor must ensure continuous 24/7/365 operation of all utility systems including high-pressure steam boilers, electrical systems, HVAC, fire protection, and building management systems while maintaining full compliance with VHA Boiler Plant Safety Device Testing, Boiler Inspection and Certification Programs, VA Electrical Compliance programs, and Joint Commission Environment of Care standards. Key personnel requirements include maintaining two certified boiler operators onsite at all times and providing a qualified plant manager capable of supporting regulatory audits and documentation requirements. Interested contractors must submit their organization information, socio-economic category, capabilities statement, rough order of magnitude, and comments on the draft Statement of Objectives. All responses are due to Contracting Officer Joseph A. Leyte at Joseph.Leyte@va.gov by 12 PM CDT on July 14, 2025.
This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. While specific contract values are not disclosed, the Statement of Objectives indicates that repair costs should not exceed $75,000 per option year, suggesting a service-focused contract structure rather than capital-intensive repairs. The proposed contract structure includes one base year with four 12-month option years, providing a potential five-year total performance period. The contractor will be responsible for providing all labor, materials, tools, chemicals, software licenses, and supervision necessary to maintain full operational readiness of the utility plant systems. Key deliverables include daily operational logs, monthly and annual safety device tests, emergency power system testing, and periodic hazard analyses to ensure continuous compliance with federal healthcare facility standards. This sources sought notice serves as market research only and does not constitute a formal solicitation for proposals.
