This RFQ amendment is to answer industry questions asked, and to provide a corrected equipment table. The question-

and-answer deadline has passed no other information will be provided and no additional questions will be answered.

1. Does the agency have an incumbent for this requirement? Please provide the contractor's name and contract number.

Answer: The current contract is for Fire Alarm System and Fire Suppression System services which have been broken out

into two new, separate requirements. The current contractor is Optimum Low Voltage LLC under contract 36C25023P0659.

2. In the SOW, C.7.e. lists Installation of two (2) tamper switches on Building 9 Backflow preventer in the base year

only." What CLIN do you want this priced under?

Answer: As this would fall under the firm, fixed-price monthly services it will be included under CLIN 0001.

3. Can you please provide previous inspection reports?

Answer: See the majority of reports attached. These should not be construed as reports for all devices under the SOW.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Government reserves the right to make no award from this solicitation.

Solicitation number 36C25025Q0951 is being issued as a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective August 7, 2025.

The associated North American Industry Classification System (NAICS) code for this procurement is 811310 (size standard $12.5 million).

This requirement is 100% set aside for Service-Disabled, Veteran-Owned Small Business (SDVOSB).

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 10 requires a contractor to provide fire sprinkler & suppression system maintenance, repair, testing & inspection services for Saginaw VA Medical Center, located in Saginaw, Michigan, for a period of one year with four possible option years. Please reference the Statement of Work for specific information and requirements.

The anticipated contract period is December 1, 2025 November 30, 2030, if all options are exercised.

Quotes MUST be received on or before the date and time specified in Block 8 of the SF1449 solicitation. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued accordingly.

This solicitation requires registration with the System for Award Management (SAM) at time of offer, pursuant to applicable regulations and guidelines. Registration information is at www.sam.gov.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
