About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21 (Network Contracting Office 21) is issuing a Notice of Intent to Sole Source for maintenance and support services of a Johnson Controls Metasys Building Management System at the VA Southern Nevada Health Care System in North Las Vegas, Nevada. The contractor will be responsible for weekly servicing, maintenance, programming, and commissioning of the building management system that monitors and controls critical equipment including life safety systems across multiple hospital buildings. Key requirements include providing a technician for 20 standard working days per month (8-hour days, Monday through Friday), maintaining 24-hour technical support with 2-hour response times for service calls, providing annual Metasys software subscriptions and system upgrades, conducting annual operator training for ten VA employees, and performing bi-annual verification and calibration of temperature, humidity, and room pressure sensors in critical areas such as operating rooms and pharmacy spaces. The contractor must employ technicians holding Senior or Master Level Technician certification and JCI Factory Training Certification, and must maintain a service organization within 50 miles of the facility. Interested parties must submit a capability statement to Timothy.Smith9de3@va.gov by 4:01 PM PST on April 1, 2026, referencing solicitation number 36C26126Q0542; the Government will determine whether to compete the requirement based on responses received.

This procurement carries no set-aside designation and represents an intent to sole source to Johnson Controls, Inc., based on the determination that only one responsible source can provide the required Metasys Building Management System maintenance and software subscriptions under 41 U.S.C. 253(c)(1) and FAR 6.103-1. Johnson Controls, Inc. is identified as the incumbent contractor and the only authorized third-party capable of servicing the specialized system. The contract will be structured as a firm-fixed-price award with a one-year base period and four optional one-year renewal periods, potentially spanning five years of performance. All respondents must be registered in the System for Award Management (SAM) at https://sam.gov/SAM/ to be eligible for award. If no viable responses are received by the April 1, 2026 deadline, Network Contracting Office 21 will proceed with sole-source negotiations directly with Johnson Controls, Inc.
