The U.S. Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 17 is seeking structural repairs and maintenance to the cooling towers that serve the YORK Centrifugal Chillers at the Garland VA Medical Center campus. The required work includes component replacement and structural repairs to three EVAPCO and one Marley cooling towers, as well as a 6-month rental of a 900-ton cooling tower. The project scope covers replacing cooling tower fill, louvers, supports, valves, nozzles, and other structural elements. The repairs must be performed in phases to minimize impact on the hospital's cooling load. Offers will be evaluated on technical capability, price, and past performance to determine the best value.

This is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The Period of Performance is 180 days after contract award, with a place of performance at 2300 Marie Curie Dr., Garland, TX 75042. Proposals are due by May 31, 2024 at 4:00 PM Central Time.

Structural Repairs Cooling Towers Cooling Tower

Repairs that include, Component Replacement and Structural Repairs of (3) EVAPCO (2 Cells each) and (1) Marley Cooling Towers that serve the YORK Centrifugal Chillers located at the Garland VA Campus. And will include, but not limited to: New Cooling Tower Fill, Louvers, Tower Supports and Brackets, Makeup Fill Valves, Nozzles, Basin Heaters, Vibration Switches, and Repair or Replacement of the Structural Components of load bearing nature associated with Cooling Towers - Motor Supports, and Gear Box Supports if needed. Disposal of removed materials. Includes 6-month Rental (900 ton) Cooling Tower with tie into Condenser Water System at the Cooling Tower Yard.

Crane service, lifts, and scaffolding needed are included. Operational testing and vibration analysis included.

All Cooling Tower Equipment/Materials/Installation as per Engineering Standard ES-2019-001, VHA Construction Spec Section 23 65 00 Cooling Towers, and HVAC Design Manual Rev. Nov 1, 2023.

Project will require phasing of the repairs to minimize impact on the hospital cooling load. Contractor will coordinate phasing plan with the COR upon contract award.
