About this file
This is a Statement of Work (SOW) for the emergency replacement and modernization of passenger elevators at the Lyons VA Medical Center in New Jersey. The project encompasses four elevators across two patient care buildings: Building 6 P1 and Building 53 elevators S1, P1, and P2. The contractor must provide labor, materials, and supervision to upgrade aging elevators that are currently non-functional due to obsolescence and parts unavailability. Each elevator shall not exceed 13 weeks of shutdown during the upgrade period. All work must be performed during normal business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays), with 24/7 emergency dispatch capabilities required. The contractor must provide full maintenance and operational service for active elevators throughout the project period.
The SOW specifies comprehensive modernization requirements including new non-proprietary, universally serviceable controllers with microprocessor-based solid state systems, new geared machines with rope grippers and secondary brake devices, new car operating panels with ADA-compliant features, new hall fixtures at all landings, new shaft wiring, new car door operators, new traveling cables with shielded pairs and coaxial cable provisions, and upgraded cab interiors. Detailed specifications are provided for governors (Hollister Whitney or equal), door operators (GAL MOVFR or equal), and hall lanterns with LED digital displays. The contractor must comply with VA Elevator Design Manual 2023, NFPA codes (70, 13, 72, 101 of applicable years), IBC 2024, ASME, OSHA, and relevant federal facility standards. All parts must be new (no refurbished or retained items unless they meet current codes), sourced through certified personnel directly employed by the contractor. A third-party commissioning authority must test, certify, and document compliance with all applicable codes. The contractor must submit all cut sheets and equipment specifications to the VA for review and approval prior to installation. Work will be performed at 151 Knollcroft Road, Lyons, NJ 07939.

Emergency Elevator Replacement Buildings 6 and 53 Lyons VAMC Project No. 561A4-25-500
Project Scope of Work:
Passenger Elevators in buildings 6 and 53 are down and unable to be repaired due to age and availability of parts. This project is to upgrade and modernize the elevators in both patient buildings (6 and 53). Elevators included in the Scope of the projects are Building 6 P1 and Building 53 elevators S1, P1 and P2. Contractor is responsible to provide labor, materials and supervision to accomplish the following and meet agency and facility needs:
Building 6 P1:
Controllers - Furnish and install a new, non-proprietary and universally serviceable microprocessor based solid state selective collective control system. This system provides smooth acceleration and deceleration of the car. Provide an associated, non-proprietary drive for optimum motor control. The new system will contain all Fire Recall Features and Door Lock Monitoring as required by code.
Machine – Remove existing Machine and replace with new geared machine.
Car Operating Panel (COP) – Furnish and install new car operating panel. COP will include a series of push buttons numbered to correspond to the landings served. The panel will have an emergency stop switch, alarm button, fan and light switch, independent switch, emergency light, emergency phone and braille markings.
Hall Fixtures – Furnish and install new hall fixtures at all landings. Hall fixtures will have an up and down button at intermediate landings and a single button at the terminal landings. The Lobby landing will have a key switch for fire service operation. Hall fixtures will be installed at ADA compliant height.
Shaft Wiring – Furnish and install new shaft wiring from Mechanical room to Elevator Pit. Existing wiring will be removed and replaced with all new wiring for the proper operation of the equipment and shall meet all code requirements. All conductors are to be run in conduit or metal wire-way as required and shall be installed in an orderly manner. Flexible metal conduits may be used for short runs between equipment and risers. The existing conduits may be retained pending the condition. All wiring shall test free from short circuits or grounds and the resistance to ground.
Car Door Operator – Furnish and install new, non-proprietary, heavy duty door operator, header, track and hangers.
Interior Cab – Upgrade existing cab interior, if required furnish one set of custom-made protective padding per elevator.
Rope Gripper – Furnish and install new rope gripper according to codes. Including the addition of a secondary brake device to comply with current code and provide a backup brake system in the event that the primary brake system fails.
Landing Unit – Furnish and install a leveling system.
Traveling Cables – Furnish and install a new elevator traveling cable. Traveling cables are multi-conductor cables containing the necessary wires (plus 10% spares) to connect all devices on the elevator to the control system lighting and power circuits. These are heavy duty flexible conductors with a water-resistant covering. Cables will include a shielded pair for communication and a coaxial cable for future camera wiring. The cables will be hung by means of special spool type hangers and the terminal connections will be relieved from all strain. The hangers and the terminal boxes will be securely fastened to the car rail or to the building structure and to the elevator car frame.
Summary of Parts: Note this is not an all-inclusive list. For items marked retain or refurbish this is only a suggestion if the conditions allow and the item still meets current codes and regulatory compliance. Items that cannot be brought up to code or are past its useful life must be replaced with NEW and not retained or refurbished.

Controllers MCE I Control with W12 Pulse Drives, or an approved equivalent, shall be configured for collective group operation with a dedicated group dispatcher. The system shall enable precise car acceleration and deceleration profiles for optimal ride quality. Drives must ensure accurate floor leveling to minimize trip hazards. Zero-speed braking shall be included to reduce mechanical stress on the elevator drive and brake assemblies. Controller package must be fully compliant with applicable codes, including all Fire Recall functions and Door Lock Monitoring requirements.
Landing Unit The system shall eliminate leveling issues and the elevator inadvertently skipping floors. The control box is to be attached directly to the top of the elevator.
Car Stations Car stations shall include a series of push buttons numbered to correspond to the landings served. The stations shall have an emergency stop switch, alarm button, fan and light switch, independent switch, emergency light, emergency phone and Braille markings. Car stations shall have an L.E.D. digital position indicator.
Hall Stations Hall stations shall have an up and down button at intermediate landings and a single button at the terminal landings. The Lobby landing shall have a key switch for fire service operation. Hall stations shall be installed at ADA compliant height.
Hall Lanterns Hall lanterns shall include CE Electronic digital displays above each entrance at all floors.
Governor Hollister Whitney or equal overspeed governor including a new governor cable and tension weight.
Traveling Cables Traveling cables are multi-conductor cables containing the necessary wires (plus 10% spares) to connect all devices on the elevator to the control system lighting and power circuits.
