About this opportunity
The Department of Veterans Affairs, Network Contracting Office 2, has issued a Special Notice announcing its intent to award a sole-source contract to Johnson Controls Fire Protection, LP for fire alarm network services at two New York facilities. The contract will cover upgrades, testing, inspections, and preventative maintenance of Simplex 4100 series Fire Alarm Network systems at the Buffalo VA Medical Center and Batavia VA Medical Center. This firm-fixed-price contract is planned to run from November 1, 2025, through October 31, 2026, with four additional one-year option periods available. The procurement falls under NAICS code 561210 for Facilities Support Services and PSC category J012 for fire control equipment maintenance and repair. The VA intends to prepare a Justification and Approval for Other Than Full and Open Competition to support this sole-source award.

The purpose of allowing responses is to help the government determine whether competitive procurement should be pursued instead of the planned sole-source approach. Responses must be submitted in writing via email to the designated contracting officer with a specific subject line referencing the solicitation number 36C24226Q0019. The government reserves full discretion in determining whether to proceed with competition based on the responses received and will not be responsible for any costs incurred by parties responding to this notice.
