About this opportunity
Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's Idaho National Laboratory (INL), is seeking an Expression of Interest for IT staff augmentation services through a Blanket Master Contract. The contract will provide scalable, on-demand access to skilled IT professionals across multiple technical disciplines including software developers, DevOps engineers, systems administrators, network engineers, cybersecurity analysts, cloud engineers, data scientists, and project managers to support INL's Information Technology organization. Interested vendors must submit a five-page PDF response that includes company details, relevant IT staff augmentation experience, a list of supportable IT roles, NAICS codes, business size classification, and any existing DOE or federal contracting experience. The EOI serves as the initial step in developing a solicitation list, with selected vendors potentially being invited to participate in a future Request for Proposal (RFP) process. All expressions of interest must be submitted to Michelle.Bishop@inl.gov by October 21, 2025.
This procurement does not utilize any set-aside designation and is open to all qualified vendors regardless of business size. The contract aims to establish a flexible contracting mechanism that enables INL to efficiently engage external IT talent to meet increasing demand and project complexity in support of the laboratory's mission focused on nuclear energy, national security, and clean energy innovation. While no specific award values or budget ranges are mentioned in the EOI, the Blanket Master Contract structure suggests multiple task orders will be issued under the master agreement as IT staffing needs arise. The document does not identify any current incumbents or existing contractors for these services. The timeline indicates this is the preliminary phase of a multi-step procurement process, with the formal RFP expected to follow after the EOI evaluation period concludes.
