About this opportunity
The National Geospatial-Intelligence Agency (NGA) is seeking a Commercial-Off-The-Shelf (COTS) software application to serve as the Information Store (iSToRE) Follow-On system for archiving, discovering, retrieving, and disseminating Geospatial Intelligence (GEOINT) and imagery products. Key requirements include delivering at least two major software releases annually, supporting Open Geospatial Consortium (OGC) services implementation, maintaining comprehensive security compliance with Top Secret/SCI clearance requirements, and ensuring compatibility with Windows 64-bit operating systems across multiple intelligence community and military platforms. The solicitation emphasizes the need for vendors with demonstrated understanding of GEOINT data, NGA operational needs, and experience with similar software solutions in both commercial and government sectors. Contractors may propose phased implementation approaches and novel innovative solutions to address any gaps between COTS functionality and full requirements, provided full compliance and Authority to Operate (ATO) are achieved prior to the end of the transition period. The deadline for industry responses to this Request for Information is February 13, 2026 at 12:00 PM ET, with responses submitted as a maximum 10-page white paper to the designated NGA contacts, Victoria Le and Justin Ninomiya.
This Pre-Solicitation Notice contains no set-aside designation, though the government indicates it may establish a small business set-aside if two or more competitive small business concerns are expected to respond. The contract will span a maximum of 60 months, consisting of a 12-month base period beginning June 29, 2026, followed by four optional 12-month periods, with deployment anticipated across approximately 75 systems worldwide at both continental and overseas locations including Intelligence Centers, Combatant Commands, and Military Installations. The Unclassified Requirements Document specifies detailed technical performance metrics including support for 50 simultaneous workstation sessions, 25 concurrent queries, metadata availability within 15 seconds, ingest throughput of 150 GB/hour, and export throughput of 300 GB/hour, along with a required 95 percent system availability standard. No specific award value or budget range is disclosed in the pre-solicitation materials provided, and no current incumbent contractor is identified, indicating this is being pursued as a competitive follow-on procurement. The government intends to provide both an unclassified and classified System Requirements Document (SRD) with the eventual full solicitation, permitting vendors to understand both the public and sensitive technical specifications required for this mission-critical infrastructure.
