About this file

This is a Request for Information (RFI) issued by the National Geospatial-Intelligence Agency (NGA) seeking commercial off-the-shelf solutions for the Information Store (iSToRE) Follow-On program. The RFI aims to identify contractors capable of developing and sustaining a software baseline that can replace the current Application Service Provider (ASP) portion of the iSToRE system, with capabilities to manage, ingest, store, catalog, and disseminate GEOINT data across approximately 75 systems worldwide.

Key details include a potential five-year contract period (one-year base with four one-year options), with deployment requiring minimal on-site contractor support. Interested vendors must submit a 10-page white paper response by 12:00 PM ET on February 13, 2026, to Victoria Le and Justin Ninomiya via email. The RFI emphasizes the need for vendors with understanding of GEOINT data and NGA operational needs, and requires contractors to possess appropriate security clearances and certifications. The solicitation is open to various small business categories and seeks information on commercial and government experience in similar software solutions.

1.0 DESCRIPTION & PURPOSE

1.1The National Geospatial-Intelligence Agency (NGA) in support of the GEOINT Data Services Program Executive Office GEOINT Ground Data Services (PGD) is seeking information on how an interested contractor could develop and sustain a software baseline in accordance with the Information Store (iSToRE) Program system requirements document (SRD).
1.2The purpose of this Request for Information (RFI) is to determine commercial off the shelf solutions that can satisfy the requirements for a potential Request For Proposal (RFP), and vendors who have understanding of GEOINT data, NGA GEOINT operational needs, and iSToRE Users.
1.3THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0BACKGROUND
