About this file
This is an Unclassified Requirements Document (RD) for the National Geospatial-Intelligence Agency's Information Store (iSToRE) system, establishing the functional, interface, performance, and verification requirements for a commercial-off-the-shelf (COTS) software application designed to archive, discover, retrieve, and disseminate geospatial intelligence (GEOINT) and imagery products. The document, Revision B dated September 27, 2017, specifies comprehensive technical requirements across multiple service categories including User Access Services, Data Ingest Services, Data Management Services, Data & Information Protection Services, Search Management Services, Data Transformation Services, Data Dissemination & Retrieval Services, and Security Vertical requirements. Key operational requirements include support for multiple data formats (NITF 2.0/2.1, GeoTIFF, JPEG 2000, LiDAR, vector data, and others), ingest capabilities via physical media and electronic means, support for 50 simultaneous workstation sessions and 25 concurrent queries, metadata availability within 15 seconds, and data throughput of 150 GB/hour for ingest and 300 GB/hour for export. The system must run on Windows-based 64-bit operating systems, integrate with Open Geospatial Consortium (OGC) standards, support multiple delivery protocols (FTPS, HTTPS, email, CIFS/SMB, NFS, JPIP), and maintain 95 percent availability independent of Internet Service Provider downtime.
The requirements document specifies extensive data protection and access control capabilities including discretionary access control (DAC), data compartmentalization, and role-based user management through Windows Active Directory integration. The system must support image format conversions per detailed conversion matrices, generate reduced resolution image (RRI) files, transcode JPEG 2000 from NSG Preferred JPEG Encoding (NPJE) to Exploitation Preferred JPEG Encoding (EPJE) format, and maintain exploited composite files with embedded features during conversions. Security requirements include authentication via IC PKI and DoD PKI certificates across unclassified, SECRET, and TOP SECRET domains, interface with enterprise identity management systems including GEOAxIS, and compliance with Intelligence Community Directive 503 for data protection. The document includes an extensive Requirements Verification Traceability Matrix mapping individual requirements to verification methods (test, demonstration, inspection, or analysis) and source requirements from the NSG Requirements for Application and Infrastructure II (NRAI II). Configuration is managed through the NGA Configuration Control Board with changes documented via Request for Change (RFC) process, and the document reflects multiple revisions incorporating RFCs from August 2011 through May 2025, demonstrating continuous evolution of the baseline requirements.

(U) Introduction
(U) Purpose
(U) The purpose of Information Store (iSToRE) is to provide an advanced commercial-off-the-shelf (COTS)-based capability to archive, discover, retrieve, and disseminate geospatial intelligence (GEOINT) and GEOINT-derived products. The iSToRE is also capable of interfacing with the legacy National System for Geospatial Intelligence (NSG) architecture and is scalable for the future inclusion of new functionalities as they evolve.
(U) This document establishes the iSToRE requirements baseline and places it under NGA Configuration Control Board (NGA CCB) control.
(U) Scope
(U) NGA has acquired an improved, Windows-based, capability for the import, export, discovery, and retrieval of GEOINT and GEOINT-derived products that is also capable of interfacing with the legacy NSG architecture. The software:
· (U) Provides the capability of the Legacy Product-Image Product Library (IPL)
· (U) Provides the capabilities of the Legacy Integrated Geospatial Information Services (IGIS)
· (U) Is a commercial-off-the-shelf (COTS) product with minimal use of government-off-the-shelf (GOTS) or custom code
· (U) Meets NGA’s licensing requirements
· (U) Fulfills the iSToRE requirements identified in this document
· (U) Meets relevant security requirements
(U) Figure 1-1 illustrates the iSToRE notional architecture.
(U) Background (U//FOUO) The Image Product Library (IPL) program is reaching end-of-contract and needs a replacement capability. In addition, the Integrated Geospatial Information Services (IGIS) capability has reached end-of-life and is no longer sustainable. The iSToRE solution provides a viable replacement option for both IPL and IGIS.

UNCLASSIFIED//FOUO
Figure 1‑1: (U) iSToRE Notional Architecture
(U) The iSToRE blends the capabilities of, and interoperability between, legacy NGA systems (e.g., IPL, and IGIS) and archived data in an open systems architecture. The intent of iSToRE is to provide data access and archival capabilities to customers while reducing lifecycle costs, shortening implementation time, and enhancing user operations throughout the NSG. The software can be installed on platforms ranging from ruggedized laptops to enterprise servers running the Microsoft Windows® 64-Bit operating system. iSToRE end-users span the full spectrum of operations from Joint Task Force Headquarters and Intelligence Centers to forward-deployed warfighters in the joint operational environment.
(U) Applicability
(U) This document applies to all NGA organizational components and personnel, including system support and segment contractors, involved in National System for Geospatial Intelligence (NSG) systems and legacy segment development, operations and sustainment (O&S), and infrastructure.
(U) Document Organization
(U) This RD is organized as follows:
| Section 1 | Provides introductory information to include the Purpose, Scope, and Applicability statements, and information pertaining to configuration control of this document. |
| Section 2 | Identifies both Applicable and Reference Documents. |
| Section 3 | Defines technical, performance and interface requirements. |
| Section 4 | Identifies the verification and validation methods for the requirements and provides Enterprise-level requirements traceability to the Enterprise-level parent requirements (NRAI II). Provides a list of Terms, Acronyms and Abbreviations used in this document. |
(U) Configuration Control
(U) This document is under configuration control of the NGA Configuration Control Board (NGA CCB). All changes to this document shall be documented via the Request for Change (RFC) process and approved by the NGA CCB prior to change incorporation.
UNCLASSIFIED//FOR OFFICIAL USE ONLY
(U) Applicable Documents
