About this file
This file is a Response Matrix to an RFI (Request for Information) for the iSToRE Follow-On procurement by the National Geospatial-Intelligence Agency (NGA). The matrix addresses 12 industry questions and concerns regarding the iSToRE II contract requirements and acquisition approach.
Key clarifications provided include: the solution does not require 100% compliance with System Requirements Document (SRD) and Performance Work Statement (PWS) requirements at contract award, but must achieve full compliance and Authority to Operate (ATO) prior to end of the Transition Period; contractors may propose phased implementation approaches to close gaps between COTS functionality and full requirements; deployment is anticipated at approximately 75 systems worldwide at both CONUS and OCONUS locations including Intelligence Centers, Combatant Commands, and Military Installations, with specific site locations to be determined; the PWS will reflect the required number of software licenses (previously listed as 40 annually for 5 years); the acquisition will be set aside for small businesses if NGA reasonably expects two or more competitive small business concerns; contractors may propose implementation timelines, product demonstration schedules, and contract structure variations; and the unclassified SRD and classified SRD will be provided with the eventual solicitation. The RFI response format permits responses up to 10 pages (excluding the comment matrix), allows font sizes less than 12pt for graphics and tables, and invites novel and innovative approaches to fulfilling the stated requirements.

| NGA iSToRE RFI Questions | |||||
| Comment # | PWS Page # | PWS Section | Comment/Question/Suggestion | NGA Response | |
| 1 | General | Compusult was awarded a 5 year contract for iSToRE II in November 2024. Why is a new procurement being solicited a little over one year after the 5 year award. | NGA’s current needs are accurately captured in RFI para. 2. Any other details related to the prior contract are not relevant to the information and planning purposes of the RFI. | ||
| 2 | Page 1 of 8 | RFI 2.3 | The RFI paragraph states: "The concept for deployment of iSToRE is limited on-site, contractor-assisted installations". The PWS does not expand upon this information. Where are the limited sites and how many sites are there? | There may be both CONUS and OCONUS sites consisiting of Intelligence Centers, Combatant Commands, and Military Installations to be determined in the future by the government. A final decision on the specific site locations has not been made. If you have any recommendations, please provide them in accordance with para. 3.4 of the RFI. | |
| 3 | Page 1 of 8 | RFI 2.3 | Please provide the iSToRE System Requirements Document (S1C100) referenced. | The government will provided the unclassified SRD. The unclassified unclassified SRD is subject to change. In addition to the unclassified SRD, there is also a classified SRD that will be provided with any eventual solicitation. | |
| 4 | Page 3 of 8 | RFI 3.1.2 | The RFI asks for the business size and type and indicates "To be considered for a Small Business set-aside, at least 50 % of the cost of contract performance incurred for personnel shall be expended for employees of the responder". What is the criteria required for NGA to set the iSToRE contract aside for small business? | The acquisition will be set aside for small businesses if the government reasonably expects two or more responsible small business concerns to submit offers that are competitive in terms of fair market prices, quality, and delivery in accordance with FAR 19.104-1(a) and DoD Class Deviation 2026-O0037 – Revolutionary FAR Overhaul Part 19 (21 January 2026). | |
| 5 | Page 5 | PWS 2.0.1 | The PWS References the SRD Document and the SRD Addendum but this document was not provided on SAM, please provide. | The government will provide the Unclassified SRD. The unclassified unclassified SRD is subject to change. | |
| 6 | Page 6 (PWS) | ||||
| Page 1 of 8 (RFI) | PWS 2.2 and RFI 2.3 | PWS 2.2 indicates 40 licenses a year for 5 years, 200 systems and the RFI paragraph 2.3 indicates 75 systems. Please clarify. | |||
| Also, the previous PWS from 2023 listed 250 licenses, can you share the reason for the difference on this PWS? | Part 1: The RFI is accurate stating a maximum of approximately 75 systems worldwide. If the government pursues this acquisition, PWS Section 2.2 Software Licenses will reflect the required number of licenses. |
Part 2: Please provide RFI responses on the basis of the 2026 draft PWS. The reason for the difference between the 2026 PWS any earlier versions is not relevant to the information and planning purposes of the RFI.
| 7 | Page 6 of 8 (RFI) | ||
| Page 6 (PWS) | RFI 3.4 and PWS 2.2 | Is the contractor expected to propose the implementation time period for the 75 systems and the on-site installations per RFI paragraph 3.4? PWS 2.2 shows up to 40 systems deployed in the base year and each following option year. | See comment 6 response. |

Page 17 (PWS) Page 24 (PWS) RFI 3.4, PWS 3.5.3 and PWS 10.0 A. Is it expected that the COTs software proposed for iSToRE II will meet 100% of the SRD and PWS requirements the day of contract award?
B. Based on the RFI and PWS paragraphs referenced, is it acceptable for the contractor to propose a phased approach of implementation for completing the delta between COTs functionality and iSToRE II full SRD requirements?
COTS is currently is available that meets a substantial amount of the iSToRE II requirements however if NGA is expecting 100% compliance Day 1 after award this should be clarified by NGA along with some detail about any limitations on the contractor proposed implementation schedule. A. The solution does not have to meet 100% of the SRD and PWS at contract award. iSToRE requirements and the PWS are expected to be 100% satisfied and to have achieved CTF and ATO while still allowing time to complete transition (replace existing system and complete site installations) before the end of the Transition Period in accordance with the PWS, SRD and Addendum.
B. Yes, per RFI 3.4 RECOMMENDATIONS, please provide any specific recommendations, including any specifics regarding implementation schedule for full SRD requirements, associated variations in delivery schedule, or any other areas that you believe relevant for NGA to achieve its stated objectives. If the inquiry pertains to the technical sufficiency of any future proposal content, that will depend entirely on the specific terms of the solicitation and is outside the informational and planning purposes of this RFI.
9 Page 8 PWS 2.4 The title of paragraph 2.4 in the table of contents is "Integration & Deployment/Operations & Sustainment Mensuration", however the paragraph on page 8 of the PWS the paragraph title omits the word Mensuration and this information is not covered. Mensuration is not referenced anywhere else in the PWS but it is referenced in paragraph 2.3 of the RFI. Please advise and provide details on this requirement or reference the SRD paragraph and provide this document. The Title will be revised.
Information pertaining to Mensuration is provided in the unclassified SRD.
10 Page 17 PWS 3.5.3 How long after contract award must the 3.5.3 Product Demonstration be performed or is that schedule up to the contractor to propose based on RFI paragraph 3.4? Per paragraph 3.4 Recommendations in the iSToRE RFI, the responder is invited to provide information and recommendations for fashioning this proposed acquisition. Including any recommendations as to when the product demonstration should occur or other variations in the contract structure and/or delivery schedule.
