About this opportunity

The Department of State's Office of Acquisition Management is seeking professional, scientific, and technical services to support the Bureau of International Security and Nonproliferation's Office of Cooperative Threat Reduction (ISN/CTR). The solicitation aims to provide advanced expertise in nonproliferation, counterproliferation, and threat reduction programs, with a focus on preventing the development or acquisition of weapons of mass destruction and advanced conventional weapons. The contract requires 28 full-time personnel with significant experience in areas such as biosecurity, chemical security, and sanctions enforcement, with key personnel including 3 principal consultants, 6 senior consultants, 14 senior analysts, and 5 analysts. Evaluation criteria will prioritize technical factors over price, specifically assessing qualifications and experience of key personnel, technical understanding and management approach, and past performance. Proposals are due by December 16, 2024, at 12:00 PM EST, with a requirement for personnel to maintain minimum Secret security clearances and preferably Top Secret clearance.

The contract is not set aside for any specific business category and will be awarded through full and open competition. The solicitation is structured as a Time and Materials contract with one base year and four one-year option periods, starting May 14, 2025. The contract includes $500,000 annually for travel and other direct costs, with the total annual budget for ISN/CTR's NADR funding estimated at $74 million. Performance will be located in Washington, DC, and contractors must have the capability to support the Department of State's global threat reduction mission. Personnel will be required to have advanced degrees and substantial experience in national security and related fields, with some positions requiring Sensitive Compartmented Information (SCI) access. The contract's labor categories and technical support services will be evaluated using a comprehensive past performance questionnaire that assesses technical services, quality of services, timeliness, cost control, and overall contract performance.

Notice text

The Department of State’s ISN/CTR is funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account. CTR’s global threat reduction programs are aimed at preventing proliferator states and nonstate actors from developing or acquiring weapons of mass destruction (WMD), advanced conventional weapons (ACW), delivery systems, and advanced and emerging technologies with WMD-applicability that could threaten the U.S. homeland and U.S. interests abroad.  The purpose of this solicitation is to provide professional, scientific, and technical services as well as administrative and budget management services to ISN/CTR.

ISN/CTR’s mission began after the fall of the Soviet Union, and ISN/CTR’s threat reduction tools have been used to address a wide-range of nonproliferation challenges in the past thirty-plus years.  As threats from proliferator states and terrorists continue and evolve in the future, ISN/CTR will rely on professional, scientific, and technical services as well as administrative and budget management services in order to carry out ISN/CTR’s nonproliferation mission.
