In no event shall costs associated with employee commuting be reimbursable as a direct cost under this contract.

(b) The Contractor shall include a breakout of all authorized travel expenses as an attachment to its invoices.

(c) Administrative support (coordination of travel arrangements, etc.) will be the responsibility of the Contractor.

(d) Should any Contractor personnel be requested to perform in any area which has been determined by the Department of State to be a hazardous duty area, hazardous duty premium pay may be payable at the same rate as would be given to Department of State direct-hire employees pursuant to Chapter 650 of the U.S. Department of State Standardized Regulations (Government Civilians, Foreign Areas). Other related miscellaneous expenses, such as tolls and parking fees, incurred in the performance of tasks authorized under this contract, will be reimbursed. Car rentals require advance approval by the COR and will be authorized only when consistent with good business practice. Allowable costs shall not exceed the actual cost of renting a compact automobile (a maximum of one for four Contractor personnel), unless extenuating circumstances (e.g., excess baggage) require other arrangements and subsequent COR approval is obtained.

(h) The Contractor shall be responsible for ensuring that all personnel who will be required to travel outside the United States have current and valid passports. The Contractor shall also be responsible for obtaining any visas required for travel to foreign countries under this contract. The Contractor shall make no direct labor charges for obtaining/maintaining passports and/or visas.

C-001 - PERFORMANCE WORK STATEMENT

The purpose of this procurement is to acquire and provide specialized technical support to the Department of State’s Bureau of International Security and Nonproliferation (ISN)’s Office of Cooperative Threat Reduction (ISN/CTR).

The Department of State’s ISN/CTR is funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account. CTR’s global threat reduction programs are aimed at preventing proliferator states and nonstate actors from developing or acquiring weapons of mass destruction (WMD), advanced conventional weapons (ACW), delivery systems, and advanced and emerging technologies with WMD-applicability that could threaten the U.S. homeland and U.S. interests abroad. The purpose of this solicitation is to provide professional, scientific, and technical services as well as administrative and budget management services to

ISN/CTR.

ISN/CTR’s mission began after the fall of the Soviet Union, and ISN/CTR’s threat reduction tools have been used to address a wide-range of nonproliferation challenges in the past thirty-plus years. As threats from proliferator states and terrorists continue and evolve in the future, ISN/CTR will rely on professional, scientific, and technical services as well as administrative and budget management services in order to carry out ISN/CTR’s nonproliferation mission.

ISN/CTR’s global threat reduction programs authorities include promoting bilateral and multilateral nonproliferation and counterproliferation activities in over 100 countries around the world and include efforts to:

• Advance bilateral and multilateral efforts to halt the proliferation of nuclear, biological, and chemical weapons, their delivery systems, related advanced and emerging technologies and information, and other weapons;

• Establishing programs to assist foreign partners in preventing the proliferation of nuclear, biological, chemical, and other weapons and related information, expertise, technology, and sensitive data;

• Assist countries considering small modular reactors in meeting the highest international standards of nuclear security, nonproliferation, and safety;

• Supporting foreign partners with the capabilities to prevent, detect, deter, and document the potential use of WMD; and

• Assisting foreign governments in enforcing U.S. sanctions and United Nation Security Council Resolutions (UNSCRs) related to the development, proliferation, transportation and financing of WMD and delivery systems.

(c) If, in the opinion of the Contractor, any technical instruction calls for effort outside the scope of the contract or is inconsistent with this requirement, the Contractor shall notify the Contracting Officer in writing within ten working days after the receipt of any such instruction. The Contractor shall not proceed with the work affected by the technical instruction unless and until the Contractor is notified by the Contracting Officer that the technical instruction is within the scope of this contract.

(d) Nothing in the foregoing paragraph shall be construed to excuse the Contractor from performing that portion of the contractual work statement which is not affected by the disputed technical instruction.

H-010 - Special Security Requirements

The tasks outlined in the performance work statement will require contractor staff to conduct research, provide analysis, and tailor programmatic activities based on timely and relevant threat and intelligence information pertaining to WMD nonproliferation and disarmament. Much of this information is classified and staff will require regular and routine access to compartmented information pertaining to WMD weapons and technologies, state and non-state WMD proliferation activities, terrorist networks, country/regional threat assessments, and illicit WMD trafficking and related financing and procurement networks.

• All ISN/CTR contractor positions will require minimum Secret collateral clearance (interim clearances acceptable); Top Secret collateral clearance is desired for all positions.

• Contract personnel should also be eligible for access to Sensitive Compartmented Information (SCI); ISN/CTR will submit individual requests for Department of State SCI access once final Top Secret clearance is received and depending on the requirements of the contractor’s specific portfolio.

• Additionally, contractors with final Top Secret clearance working on issues related to radiological and nuclear weapons will be nominated for Department of Energy “Q” clearances, on a case-by-case basis.

H-001 - Travel Requirements

ISN/CTR anticipates regular contractor travel in support of the activities and tasks outlined in Section 3.1. At a minimum, contractor should plan for travel averaging 100 foreign temporary duty (TDY) assignments per year, with the average duration of five (5) days per trip; each trip will require, on average, one (1) contract team member. Travel will be global in nature, including to destinations with potentially hazardous conditions. Potential offerors should be able to provide comprehensive travel support for contract staff traveling on behalf of ISN/CTR, including relevant financial, medical, and security support. The number required visits and duration of trip may be adjusted by ISN/CTR based upon mission requirements and availability of year-to-year funding.

H-009 - CONTRACTOR IDENTIFICATION
