About this opportunity
The U.S. Army Corps of Engineers, Wilmington District, is soliciting proposals for the design, manufacture, delivery, assembly, testing, and support of two 5,000 kVA, 115 kV Class II outdoor oil-filled three-phase power transformers with ONAN cooling for the Island Creek Pumping Station at the John H. Kerr Power Plant in Virginia. This is a commercial products acquisition conducted under FAR Part 15 with NAICS code 335311 (Power, Distribution, and Specialty Transformer Manufacturing) and a small business size standard of 800 employees. Key contract requirements include factory testing, transportation, site assembly, oil-filling, field testing, training for government personnel, and optional temporary storage for up to one year, along with comprehensive cybersecurity compliance including CMMC Level 1 certification. The government will evaluate proposals using a best value tradeoff methodology based on technical approach (including fabrication work plan, schedule, drawings, and efficiency), past performance, and price, with evaluation factors also considering the offeror's registration in SAM without active exclusions and submission of required representations and certifications. The original proposal due date was December 1, 2025, which was extended to February 9, 2026, at 2:00 PM local time; however, Amendment 0004 effective March 11, 2026, cancelled the solicitation in its entirety.
This procurement was initially set aside for Women-Owned Small Businesses (WOSB) and remains unrestricted with no incumbent contractor identified. No specific award value or budget range is disclosed in the solicitation documents. The contract encompasses nine contract line items covering design and manufacturing (CLIN 0001), delivery of transformers and accessories (CLIN 0002), off-load, reassembly, and testing (CLIN 0003), spare parts (CLIN 0004), record and closeout documents (CLIN 0005), training for six government personnel (CLIN 0006), optional temporary storage (CLIN 0007), payment and performance bonds (CLIN 0008), and economic price adjustment provisions (CLIN 0009), with all pricing on a firm fixed price basis. The complete performance period is 1,095 days from contract award, and work will be performed at the Island Creek Pumping Station near Clarksville, Virginia (John H. Kerr Power Plant in Boydton, Virginia). Subcontracting plan goals require 28.40% small business, 10.67% small disadvantaged business, 2.34% women-owned small business, 1.42% HUBZone small business, and 2.07% service-disabled veteran-owned small business participation.
