About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 8 is seeking a design-build contractor to replace the existing 45,000 square foot asphalt parking lot at the Bismarck Federal Building with a new low embodied carbon concrete parking lot. The project requires comprehensive design and construction services, including installing a perimeter security fence, access gates with card readers, and conduit for future electric vehicle charging stations. Proposals will be evaluated based on four key factors: Past Performance (25%), Experience (30%), Technical Approach/Project Management Plan (30%), and Sustainability (15%). Contractors must submit electronically to Monique.brumley@gsa.gov by 4:00 PM MST on February 18, 2025, with a mandatory site visit scheduled for January 29, 2025, at 1:00 PM Central Time. The solicitation requires contractors to provide Environmental Product Declarations (EPDs) for low embodied carbon materials and comply with Inflation Reduction Act material specifications.
This procurement is a total small business set-aside with an estimated contract value between $1,000,000 and $5,000,000. The project is located in Bismarck, North Dakota, and requires completion within 230 calendar days from the Notice to Proceed, with 130 calendar days allocated for design and 100 calendar days for construction. The contract will be awarded as a firm-fixed-price agreement to the responsible offeror providing the best value to the government. Specific requirements include using 6-inch thick concrete with low embodied carbon materials, creating at least 110 parking spaces, and implementing sustainable construction practices. Contractors must provide separate pricing for IRA-related work, including low-embodied carbon materials for steel, asphalt, glass, and concrete, as well as emerging sustainable technologies. No bid guarantee is required, but contractors must undergo Special Agreement Check (SAC) security screening and comply with Davis-Bacon wage determinations for North Dakota.
