About this opportunity

The Department of Agriculture Agricultural Research Service is soliciting preventative maintenance services for two ion chromatograph instruments at the United States Dairy Forage Research Center in Madison, Wisconsin. The solicitation seeks comprehensive maintenance services for a Thermo Fisher QUAT-QUAT, +DGAS instrument (Serial Number 22066208) and an ICS6 instrument (Serial Number 22056351), including annual preventive maintenance visits, field service engineer support with 3-business-day response time, priority technical support, software updates, and a 10% discount on spare parts. Service must be provided by original equipment manufacturer certified technicians who comply with facility security protocols and maintain the instruments used for critical carbohydrate and amino acid profiling research. The contract will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, focusing on technically acceptable proposals with the lowest evaluated price. Quotes must be submitted electronically to tiffany.reval@usda.gov by September 24, 2025, following Amendment 1 which extended the original deadline.

The solicitation was initially designated as a Total Small Business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, but Amendment 1 dissolved this set-aside designation, opening competition to all qualified vendors. The contract structure includes a base year of performance from September 30, 2025 to September 29, 2026, with two additional one-year option periods available for continued maintenance services. The government anticipates awarding a Firm Fixed Price contract for services to be performed at 1925 Linden Drive, Madison, Wisconsin during normal business hours. While specific contract values are not disclosed in the available documentation, the procurement covers maintenance for two high-value scientific instruments essential for ongoing research operations. All services will be performed on-site at the USDA facility, with remote technical support available within 24 hours of request to minimize instrument downtime.
