About this opportunity

The U.S. Forest Service seeks quotations for capture and removal of 450 wild horses from the Inyo National Forest near Lee Vining, California, with quotations due May 28, 2026 at 3:00 PM Pacific Time. This is a Total Small Business set-aside under NAICS 115210, foreclosing competition outside that pool.

Place of performance encompasses approximately 835,000 acres in the Montgomery Pass area, with elevations from 4,500 to 11,000 feet. Work is scheduled July 8–16, 2026, with potential extension through July 31 at the Contracting Officer Representative's discretion. A pre-award conference call is May 26, 2026 at 9:00 AM Pacific Time; pre-award questions are also due May 26 at 9:00 AM Pacific Time.

The contractor must capture, age, feed, water, and transport horses using drive-trap and/or roping methods in full compliance with the Comprehensive Animal Welfare Program (CAWP). Distinctive requirements include trap design with minimum six-foot fencing, water provision at 10 gallons per 1,000-pound animal daily, hay at 20 pounds daily, dust abatement, humane handling prohibiting snares and net gunning, veterinary support for any helicopter operations, maximum 10-hour transport to temporary holding, overnight holding in temporary corrals (unless COR approves otherwise), and documented euthanasia procedures when required. Electric prod use is restricted to three unsuccessful attempts with other handling aids. Transportation to the Double Devil Wild Horse Corrals in Alturas, California (approximately 309 miles) must not exceed 24 hours without eight-hour rest and feed/water access; loading is 12–14 horses per 24-foot trailer.

Pricing is three line items: per-head for capture and transport to temporary holding (450 head); semi-truck transportation per loaded mile (estimated 3,708 miles); and stock-trailer transportation per loaded mile (estimated 309 miles). Firm-fixed-price contract anticipated. Service Contract Labor Standards apply at $19.13 per hour, WG-5000 Plant and Animal Work Family. Prices must remain firm for 90 calendar days.

Quotations are evaluated in order of importance: Relevant Past Performance (three to six references demonstrating similar scope; contractors with five or more horse gather contracts in the past five years highly rated); Price; Technical Approach (addressing trap design, animal welfare, equipment, contingencies, dust control, security, communications); and Relevant Experience. Award goes to one contractor whose conforming quote offers the most advantageous combination of technical capability and price. Government intends award without discussions. Submission via email to christopher.kane2@usda.gov includes completed SF-1449, pricing schedule, technical approach (2 pages maximum), project schedule (1 page), key personnel (1 page), and past performance documentation (3 pages maximum).
