About this file

This is a Questions and Answers document for the Montgomery Pass Wild Horse and Burro (WHT) Drive-Trap Gather solicitation 127EAS26Q0026 issued by the U.S. Department of Agriculture. The contracting package is due Thursday, May 28 at 3:00 pm PST and should be submitted to christopher.kane2@usda.gov. The Government clarified that dates in the Statement of Work containing a May 15, 2026 pre-work conference date were typographical errors; corrected dates and times are reflected in updated solicitation documents. The performance period is July 8–31, 2026. Offerors need not adhere to page limits when addressing the technical approach and may use general descriptions of trap areas rather than specific coordinates, though they should reference provided maps to guide their response. The Government will not provide additional information regarding restricted areas or archaeological site buffers, conduct site visits, or facilitate vendor site reconnaissance before the proposal due date.

Operationally, wild horses must be held overnight in temporary corrals prior to shipment to the holding facility unless the Contracting Officer's Representative approves otherwise. An overhead fill station is available near the temporary holding corrals for water hauling. Contractor camping is permitted at the temporary corral site, and skid steers may be used to move panels and feed. A temporary closure will be in place for the temporary holding corrals and surrounding trap sites, though horses may occupy areas where public recreational access (hiking, biking, camping) is otherwise permitted. Horses can be received at the Desert Distribution Center (DDC) facility from 6:00 am to 7:00 pm PST, seven days a week.

127EAS26Q0026

Below please find the answers to your questions asked. The due date of the contracting package is Thursday, May 28 at 3:00 pm PST. Please submit all packages to christopher.kane2@usda.gov

The SOW states the pre-work conference, holding facility setup, and trap setup will occur on May 15, 2026 (a date that has already passed). The solicitation PDF lists the performance period as July 8–31, 2026 and does not reference May 15. Can you please confirm whether the May 15 date is a typographical error and provide the corrected pre-work/setup timeline?

Typographical error. Dates and times have been corrected in the solicitation documents.

Can you please provide guidance on how offerors should address all of these substantive requirements within the imposed page limits? For example, does the Government expect highly concise summaries using bullet points, tables, and diagrams, or is there any flexibility in the page limits to ensure a complete and competitive response?

There will be no page limits. Answer the technical approach as you see fit.

Is a general description of trap areas sufficient, or are specific coordinates or maps required?

Yes, general areas are sufficient, however please use the provided maps to guide your response.

Will the Government provide any additional information (such as known restricted areas or archeological site buffers) prior to the proposal due date to allow offerors to propose realistic and approvable trap sites?

No, please use the provided maps to explain your drive-trap methodology in broad terms as needed. Refer to the question above.

Will the government conduct a site visit to help clarify locations and allow the vendor the ability accurately draft a proposal based on the requirements in the SOW?

No.

Where and what will the nearest water source be for hauling water to the holding corrals?

eg is there a overhead fill station, a spigot, tank or lake etc?

There is an overhead fill station close to the temporary holding corrals.

Is there a minimum time horses should be held in the temporary corrals?

Wild horses must be held overnight prior to being shipped to the holding facility unless approved by COR.
