Contractors must demonstrate capability to support a minimum of one of the four service categories and provide experienced attorneys with expertise in international legal transactions, with particular emphasis on priority sectors including Infrastructure, Critical Minerals, Energy, Food Security, Agriculture, Health, and Small Business/Financial Services. Proposals will be evaluated through a two-phase process, with Phase 1 assessing administrative requirements and past performance, and Phase 2 evaluating technical capability and pricing, with past performance and technical factors weighted significantly more heavily than price. The proposal due date is December 18, 2025, and the DFC has already released Questions and Answers documents clarifying solicitation requirements and the Past Performance Questionnaire structure that references must complete for evaluation purposes.

This solicitation includes no set-aside designations aside from one anticipated small business award within the NAICS category, and no incumbent contractors are identified in the available documents. The total contract ceiling across all awards and service categories is $200,000,000 for the entire lifespan of the vehicle. The IDIQ ordering period is five years from the date of award, with the anticipated award period running from August 2026 through August 2031, providing a substantial timeline for task order placement and performance. The place of performance is Washington, DC 20527, USA, where DFC's Office of General Counsel is located. The DFC intends to make multiple contract awards to qualified firms meeting the solicitation requirements, allowing for diverse contractor participation and competitive ordering among awardees throughout the five-year ordering period.
