About this opportunity

The National Institute of Health Office of Logistics and Acquisitions has issued a Notice of Intent to conduct a sole source procurement with the American Hospital Association for the NIH Clinical Center's 2026 annual membership dues. This special notice was posted on February 25, 2026, and represents the agency's intent to negotiate outside of full and open competition based on the statutory authority under 41 U.S.C. 253(c)(1) and FAR 6.302-1. The procurement is justified on the basis that the American Hospital Association is the only responsible source capable of providing the required membership services and benefits. The NIH Clinical Center, located in Bethesda, Maryland, seeks to maintain its membership with this national organization that represents approximately 5,000 hospitals and 40,000 individuals in the health care sector.

The primary objective of this acquisition is to pay the estimated annual membership dues of $30,504 to the American Hospital Association, which provides the NIH Clinical Center with critical advocacy representation, access to national health policy development forums, educational resources for healthcare leaders, and participation in industry initiatives such as the Hospitals in Pursuit of Excellence program. Interested contractors must submit capability statements by email by 12:00 PM Eastern Standard Time with the subject line referencing solicitation number NOI-CC-26-000923, with a deadline of February 28, 2026. While this notice invites responsible sources to demonstrate their capabilities, the solicitation is structured as a sole source procurement, meaning the NIH has predetermined that only the American Hospital Association can satisfy the agency's requirements. Any organization interested in responding must demonstrate that it can provide equivalent membership services, advocacy representation, and industry insights comparable to those offered by the American Hospital Association.
