About this file
This is a Sole Source Justification document submitted by the National Institute of Health Clinical Center for an annual membership acquisition with the American Hospital Association (AHA). The NIH Clinical Center, located in Bethesda, Maryland, seeks to pay annual membership dues estimated at $30,504 to maintain its membership with AHA, the national organization representing approximately 5,000 hospitals, health care systems, networks, and 40,000 individuals. The justification supports a sole source procurement under FAR 13.106-1(b)(1), citing that AHA is the only vendor capable of providing the required membership services and associated benefits, which include advocacy representation in national health policy, legislative and regulatory debates, educational resources for healthcare leaders, access to best practices through the Health Research & Educational Trust, and participation in the Hospitals in Pursuit of Excellence initiative.
The contracting activity is the Office of Acquisition Management and Policy (6701 Rockledge Drive, Bethesda, Maryland), with Sarah Polanco (301-594-8505) identified as the Contracting Officer Representative. The justification confirms that no market research was conducted and no alternative sources were identified, as AHA is deemed the exclusive provider of these services. The acquisition price is considered fair and reasonable based on similar services previously provided to the NIH Clinical Center. No sources expressed written interest in the acquisition. The document is accompanied by a related Notice of Intent (NOI-CC-26-000923) issued by the NIH Office of Logistics and Acquisitions, which invites responsible sources to submit capability statements by 12:00 PM Eastern Standard Time, referencing the solicitation number in the email subject line.
