About this opportunity
The U.S. Geological Survey intends to issue a sole source award to Millipore Sigma in Burlington, Massachusetts for annual preventative maintenance of laboratory water purification systems at the USGS St. Petersburg Science Center in Florida. This is a notice of intent to award, not a request for competitive proposals, as the government will utilize FAR 13.106-1(b) authority for the non-competitive firm fixed-price purchase order. The contract requires certified, trained service engineers that are exclusively available through Millipore Sigma, as the company does not train or certify third-party service providers and maintains its own staff of qualified technicians. Millipore Sigma provides original manufacturer replacement parts, software updates, firmware updates, and documentation of annual system checks required by the USGS Laboratory Quality Management System to ensure compliance with quality assurance standards. Interested parties may submit capability statements via email to Jenna Dunning at jmdunning@usgs.gov no later than 4:00 PM ET on July 30, 2025, and vendors must be registered in SAM.gov to be eligible for award.
This procurement operates under NAICS code 811210 with a size standard of $34 million and does not utilize any small business set-aside designations. The base period of performance runs from August 15, 2025 to August 14, 2026, with four additional option years that could extend the contract significantly. The anticipated contract award date is August 1, 2025, providing a quick turnaround from the response deadline to award execution. Millipore Sigma is identified as the intended sole source recipient due to their exclusive control over certified service engineers and proprietary maintenance requirements for their water purification systems. The government emphasizes that responses must be submitted in writing with clear documentation of capability, as verbal responses will not be accepted or considered. The lack of proper manufacturer certification and documentation would prevent the St. Petersburg Science Center from producing scientific data that meets USGS quality standards, justifying the sole source approach.
