About this opportunity

The U.S. Coast Guard, under the Department of Homeland Security, is soliciting quotations for integral fuel tank repair services for HC-144 aircraft through Request for Quotation (RFQ) 70Z03826QL0000092. The procurement seeks one job for fuel tank repair and one job each for materials/equipment and travel, with work to be performed at the Aviation Logistics Center in Elizabeth City, North Carolina. Contractors must be FAA Authorized Repair Centers with ISO 9000 compliance or equivalent quality systems, possess current FAA, EASA, DOD, OEM, or USCG certifications, and demonstrate expertise in aircraft fuel tank repair including knowledge of sealant removal and application per CGTO manuals and NAVAIR standards. The evaluation will use a tradeoff methodology across three factors in descending order of importance: Technical Acceptability (assessed on sealant removal methodology and FAA certification status), Past Performance (rated as Satisfactory, Unsatisfactory, or Neutral), and Price (evaluated for fair and reasonable costs and cost realism). Quotations are due by March 3, 2026, with prices to remain firm for 60 calendar days, and offerors must submit detailed explanations of their sealant removal and application processes along with copies of current FAA certifications or be deemed non-responsive.

This is an unrestricted solicitation with no set-aside designation, open to all responsible sources including small businesses under the $40 million size standard. No incumbent contractor information or specific budget values are disclosed in the solicitation notice. The contractor will be responsible for all labor, parts, tooling, materials, engineering services, and documentation required to complete the work, with a ten-day turnaround time following aircraft access and a ninety-day warranty period covering all repair work after the first fueling event. Final delivery must be made by May 22, 2026, on an F.O.B. Destination basis, with all work subject to inspection and acceptance by Aviation Logistics Center quality assurance personnel, including a mandatory twenty-four-hour soak check. Prevailing wage rates under the Service Contract Act apply to work performed in the specified North Carolina counties, with rates ranging from $10.65 to $56.10 per hour depending on occupational classification, plus mandatory fringe benefits of $5.55 per hour health and welfare coverage.
