About this opportunity
The U.S. Army Corps of Engineers, Pittsburgh District, is soliciting quotations from eligible small business concerns to provide insulation resistance testing (megger testing) at four locks and dams on the Upper Monongahela River in Pennsylvania and West Virginia, with quotations due August 10. This is a 100 percent small business set-aside under NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $19 million.
Place of performance includes the Opekiska, Hildebrand, Morgantown, and Point Marion Locks and Dams in Pennsylvania and West Virginia, with administrative coordination through the Point Marion Lockmaster. Work consists of inspecting identified electrical cables, coordinating hazardous-energy-control activities, performing conductor-to-conductor and conductor-to-ground insulation resistance testing at specified voltages (500 volts DC for 300-volt rated cable and 1,000 volts DC for 600-volt rated cable), recording test results, restoring tested circuits, and submitting final reports. The contractor shall furnish all labor, supervision, transportation, calibrated testing equipment, tools, supplies, and incidental services. All work must comply with applicable lockout/tagout procedures and U.S. Army Corps of Engineers Safety and Occupational Health Requirements, EM 385-1-1, including applicable personal protective equipment. The contractor must be NETA licensed and accredited and obtain all necessary permits.
The anticipated period of performance is 90 calendar days from award. Operations are limited to 7:00 AM to 3:00 PM Monday through Friday. A pre-award site visit is mandatory prior to quotation submission. The Government anticipates awarding one firm-fixed-price requirement. The solicitation is available to the five existing Pittsburgh District Electrical Services Blanket Purchase Agreement holders and other eligible small business concerns; if a non-BPA holder is selected, the Government will establish an Electrical Services BPA before issuing the Call. Quotations will be evaluated on a best-value basis considering technical capability and understanding of the requirement, qualifications and relevant experience of proposed personnel, ability to meet the required period of performance, and price, with technical factors approximately equal to price.
