The RFQ number is W911WN26QA564, issued July 27, 2026, with a quotation due date of Monday, August 10, 2026, at 5 p.m. Eastern Time. Quotations must be submitted by email to Lisa.D.Bisnette@usace.army.mil with the subject line "Quotation – W911WN26QA564– Upper Monongahela River Insulation Resistance Testing."

The requirement is designated as a 100% Small Business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of USD $19,000,000. The work includes inspection of electrical cables, coordination of electrical isolation and hazardous-energy-control activities, insulation resistance testing of identified conductors, recording and documenting test results, restoration of tested circuits, and submission of final reports, with an anticipated performance period of 90 calendar days from BPA Call award. Pricing must be submitted as a single firm-fixed price that includes all labor, supervision, equipment, tools, supplies, transportation, travel, mobilization, testing, coordination, documentation, reporting, overhead, profit, and incidental costs. The RFQ is being issued to five existing Electrical Services BPA holders but is also open to non-BPA quoters; if a non-BPA quoter is selected, the Government will establish an Electrical Services BPA before issuing the initial BPA Call. Quotations will be evaluated on technical capability and understanding of the requirement, personnel qualifications and relevant experience, ability to meet the performance period, and price, with technical factors approximately equal to price. Required quotation submissions include a completed price schedule, technical approach, work schedule, personnel qualifications and licenses, test equipment identification with calibration records, identification of assumptions and exceptions, 60-day validity confirmation, firm information (name, UEI, CAGE Code, address, contact details), and existing BPA number if applicable.
