Work scope includes excavation and grading, concrete foundations, reinforced masonry wall installation, site element placement, protection of adjacent historic and archeological resources, restoration of disturbed areas to pre-construction conditions, and final cleanup. The contract is firm fixed price with completion required within 18 weeks of Notice to Proceed. Performance must comply with the Secretary of the Interior Standards for Historic Properties and National Park Service preservation requirements. Contractor must provide a full-time Quality Control Manager and qualified superintendent onsite. Preconstruction submittals—including quality control plan, site logistics plan, cultural resource protection plan, and traffic control plan—are due within 15 calendar days of Notice to Proceed. Liquidated damages are $5,600 per calendar day for delay.
Offerors must submit past performance questionnaires with client references documenting similar work completed within the past five years, a graphical schedule showing major tasks, and a pricing sheet with labor and materials breakdown for nine line items: excavation, concrete footings, CMU backup, brick veneer, granite caps, temporary fencing, turf restoration, irrigation repair, and mobilization/demobilization. Evaluation criteria, in order of importance, are past performance, schedule, and price. All work must comply with prevailing wage rates per Department of Labor General Decision PA20260003, Buy American provisions for domestic construction materials, and the 75 percent subcontracting limitation for special trade contractors.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation Number 140D0426Q0750 is hereby issued as a Request for Quote (RFQ) for construction of a new reinforced masonry barrier wall and associated site improvements at The Presidents House within Independence National Historical Park, Philadelphia, Pennsylvania. Work includes, but is not limited to, excavation and grading; construction of concrete foundations; installation of the reinforced masonry barrier wall and related site elements; protection of adjacent historic, cultural, and archeological resources; coordination with park staff; restoration of disturbed areas to pre-construction conditions; and final site cleanup.
This requirement is being issued by the United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Parts 12.

This requirement is a Total Small Business set-aside under North American Industry Classification System (NAICS) Code 238140 Masonry Contractors with a business size standard of $19.0 Million. Federal Supply Code (FSC): Z2PA Repair or Alteration of Recreation Facilities (Non-Building).

Vendors interested in attending the site visit must email the Contract Specialist, Emily_Mote@ibc.doi.gov, and the Contracting Officer, Stephanie_McCullough@ibc.doi.gov, with their company name and a list of attendees no later than 2:00 p.m. EDT on August 10, 2026. Upon receipt of the email with attendee information, the site address and point of contact (POC) information will be provided.

All work shall be performed in strict accordance with the contract drawings, specifications, and all applicable federal, state, and local laws, regulations, and National Park Service requirements.
